Establishing Principles of Emulation and Commendation in the Natural Resources and Environment Sector

Recently, the Ministry of Natural Resources and Environment issued Circular 21/2018/TT-BTNMT regulating the emulation and commendation work of the natural resources and environment sector.

In Article 3 Circular 21/2018/TT-BTNMT, the principles of commendation and reward in the Natural Resources and Environment sector for individuals and collectives both within and outside the sector are stipulated as follows:

Regarding the principles of commendation:

- Voluntary, self-aware, and transparent;- Solidarity, cooperation, and joint development;- The consideration for awarding titles of commendation must be based on commendation movements; individuals and collectives participating in commendation movements must have registered for commendation, set targets, and commendation criteria; if they do not register for commendation, they will not be evaluated or recognized for commendation titles.

Regarding the principles of reward:

- Accurate, transparent, fair, and prompt;- Ensure consistency between the nature, form, and subjects of reward;- Combine spiritual encouragement with material incentives;- The form of reward must be appropriate to the subjects, functions, tasks assigned to collectives, individuals, and the achievements accomplished;- The reward must be based on conditions, standards, and achievements, not requiring lower levels of reward to be awarded to be eligible for higher levels of reward. Focus on rewarding small collectives and individuals who are directly involved in production, education, work, or combat/service.

Notably, a form of reward can be given multiple times to the same subject; multiple forms cannot be rewarded for a single achievement. Reward forms on a periodic or specific subject basis are not counted for state-level reward conditions and standards.

When there are multiple individuals or collectives meeting the conditions and standards, priority is given to female individuals or collectives with 70% or more female members. For female leaders and managers, the time holding the position for commendation consideration for their contributions is reduced by one-third of the standard time compared to the general regulation; if the retirement age is higher than the general regulation, the time holding the position for commendation consideration for contributions is applied according to the general regulation.

- Individuals and organizations under disciplinary action; under investigation or disciplinary review; with unresolved complaints or accusations are not considered for commendation or recommended for higher-level reward;- The time for proposing the next reward is calculated based on the achievement date recorded in the previous reward decision. If the reward decision does not specify the achievement date, the time for the subsequent reward proposal is based on the issue date of the previous reward decision.
