On March 2, 2015, the Ministry of Public Security issued Circular 11/2015/TT-BCA regulating the procedure for resolving complaints within the People's Public Security.

Article 16 of Circular 11/2015/TT-BCA stipulates the construction of the draft and the notification of the contents of the draft report on the results of verification of complaints as follows:
1. The person responsible for verification must draft a report on the results of verification of the complaint contents. The draft report on the results of verification of the complaint must include the contents specified in Clause 4, Article 29 of the 2011 Law on Complaints. The report must clearly state the following information: the complainant, the person being complained against, the decision being complained against, the conduct being complained against, the complainant's requirements, the grounds for the complaint; the results of any previous complaint resolutions (if any); the results of verification, the conclusion of the complaint content being entirely correct, entirely incorrect, or partially correct; recommendations to maintain, annul entirely, or amend, supplement part of the decision being complained against; recommendations on issuing a decision to resolve the complaint.
The draft report on the results of the verification of the complaint contents by the Verification Team must be discussed and commented on by the members of the Verification Team. If there are differing opinions, the Team Leader must make a conclusion and take responsibility for that conclusion. The discussion must be recorded in minutes.
2. If necessary, the person responsible for verification shall notify the draft report on the results of verification of the complaint contents to the complainant, the person being complained against, the relevant agencies, units, and individuals. The composition of the meeting to notify the draft report on verification results is similar to the announcement of the decision to verify the complaint contents.
If the complainant, the person being complained against, the relevant agencies, units, and individuals do not agree with the announced draft report on verification results, they must state their reasons and provide information, documents, and evidence to prove their stance. If they cannot provide any additional documents, the complaint content will be concluded based on the verified information, documents, and evidence.
The notification must be recorded in minutes clearly stating the agreed contents, the disputed contents, the reasons, evidence, and the suggestions of the complainant and the person being complained against (if any).
3. After notifying the draft report on verification results, the person responsible for verification shall conduct supplementary verification or use the collected verified documents to finalize the verification report and submit it to the competent authority for consideration and decision.
Note: The report on the results of verification of the complaint contents must follow the prescribed form.
