On November 17, 2019, the Ministry of National Defense agreed to issue Circular 174/2019/TT-BQP guiding the implementation of centralized training and competition meal allowances for sports coaches and athletes, and some financial criteria for sports competitions within the Army.
To be specific: The Ministry of National Defense regulates the policies on meal allowances and intensive training and competition allowances for coaches and athletes in military sports competitions in Article 7 of Circular 174/2019/TT-BQP, as detailed below:

- Duration and personnel entitled to meal, supplement, and intensive training allowances: As approved or decided by the Chief of the General Staff. In case the duration of the meal, supplement, and allowance policies exceeds the regulations of this Circular, the General Staff will report to the Minister of National Defense for consideration and decision.- Instructors and trainees during the period of attending professional training courses and staff, sports instructors' refresher courses organized or authorized by the General Staff, are entitled to meal allowances for intensive training at level 7 as prescribed in the Appendix issued with this Circular.- Salary recipients only pay the basic meal allowance of non-commissioned officers and infantry soldiers according to current regulations plus the rice price subsidy (if any); the difference shall be covered and settled by the unit. Subjects in the talent regime who have not been officially staffed are entitled to the meal and supplement allowances for intensive training and competition stipulated in this Circular without having to pay.- Supplement allowance standards apply only to coaches and athletes during the intensive training and competition period; does not apply to subjects entitled to meal allowances for intensive training and competition at levels 5, 6, and 7 as prescribed in the Appendix issued with this Circular.- Meal and supplement allowances during the overseas intensive training period: Implemented according to the decision of the Minister of National Defense, based on the invitation letter or contract between the Ministry of National Defense and other countries; the payment level shall balance within the allocated budget estimates. During the overseas intensive training period, the meal and supplement allowances stipulated in this Circular are not applicable.- Personnel involved in security, healthcare, service, and other related forces at competition venues; directors, envoys, healthcare forces, and service personnel of sports teams: Only entitled to training and competition allowances, not the meal and supplement allowances stipulated in this Circular.
It is noted, subjects outlined in Article 2 of this Circular during intensive training and competition periods who qualify for multiple meal and supplement allowances shall only receive the highest allowance. As for the allowance for actual working days; for those whose work is calculated by sessions or match competitions, the allowance is calculated by the number of sessions or matches, but at most not exceeding 3 sessions or 3 matches per day; if one person is assigned multiple different tasks during the competition organization process, they shall only receive the highest allowance.
Members of the Steering Committee, Organizing Committee, professional sub-committees, referees, supervisors, and secretaries who are foreigners working in sports competitions organized by the Ministry of National Defense: Are entitled to allowances as Vietnamese members.
