Decree 74/2015/ND-CP: 05 Specialized Forces for People's Air Defense

According to the regulations, People's Air Defense is an important component of national defense and military work; it is established and operated within the defense zone, forming part of the comprehensive national defense posture against aerial threats to prevent, avoid, counter, and remediate the consequences of enemy air intrusions and attacks; protecting state property, the lives and property of the people, contributing to the establishment of a strong defense zone, and firmly safeguarding the independence, sovereignty, and territorial integrity of the Fatherland.

Decree 74/2015/ND-CP specifies that the specialized components of the people's air defense force include:

a) Reconnaissance, observation to detect, notify, and alarm for air defense;

b) Camouflage, evacuation, and sheltering forces;

c) Forces to counter enemy air intrusions and attacks;

d) Combat support and people's air defense assurance forces;

e) Forces for remediation, firefighting, medical aid, and rescue.

The specialized people's air defense forces are organized into teams (squads) drawn from the personnel of agencies, organizations, local armed forces, and the general public, with local militia and self-defense forces and local troops serving as the core in executing people's air defense missions.

The Chairman of the commune-level People's Committee, heads of agencies, organizations, and relevant units are responsible for establishing specialized people's air defense teams (squads) following the guidelines of the Ministry of National Defense.
