On September 12, 2007, the Government of Vietnam issued Decree 145/2007/ND-CP, adjusting the administrative boundaries of Kien Thuy District to establish Duong Kinh District, Do Son District, Duong Kinh, Do Son, Hai Phong City in Vietnam.

Decree 145/2007/ND-CP adjusts the administrative boundaries of Kien Thuy District to establish Duong Kinh District and Do Son District in Hai Phong City in Vietnam as follows:
1. Establishment of Duong Kinh District
Establish Duong Kinh District under Hai Phong City based on the adjustment of 4,584.87 hectares of natural area and 50,051 inhabitants of Kien Thuy District (including the entire natural area and population of the following communes: Anh Dung, Hung Dao, Da Phuc, Hoa Nghia, Hai Thanh, and Tan Thanh Commune of Kien Thuy District).
Administrative boundaries of Duong Kinh District: East borders Hai An District and Bac Bo Gulf; West borders Kien Thuy District and Kien An District; South borders Do Son District; North borders Ngo Quyen District and Le Chan District.
2. Establishment of Do Son District
Establish Do Son District under Hai Phong City based on the entire 3,141.89 hectares of natural area and 35,561 inhabitants of district-level town Do Son (including the entire natural area and population of the following wards: Ngoc Hai, Van Son, Van Huong, Ngoc Xuyen, and Bang La Commune) and 1,095.40 hectares of natural area and 15,856 inhabitants of Hop Duc Commune, Kien Thuy District.
Administrative boundaries of Do Son District: East borders Bac Bo Gulf; West borders Kien Thuy District; South borders Bac Bo Gulf; North borders Duong Kinh District.
