Deadline for Processing the Application for Issuance of Citizen Identification Card

The Ministry of Public Security issued Circular 11/2016/TT-BCA on March 04, 2016, stipulating specific regulations on the processing time for the application for issuing a citizen identification card.

According to Circular 11, the district-level police are required to complete the processing, approval of documents, and transfer of electronic data for the issuance, replacement, and reissuance of Citizen Identification Cards to the Administrative Management Police Department within the following time limits:

- For cities and district-level towns: within 1.5 working days for the issuance and replacement of Citizen Identification Cards and 05 working days for the reissuance of Citizen Identification Cards, from the date of receipt of sufficient documents requesting the issuance, replacement, and reissuance of Citizen Identification Cards.- For mountainous, highland, border, and island districts: within 10 working days from the date of receipt of sufficient documents requesting the issuance, replacement, and reissuance of Citizen Identification Cards.- For other areas: within 05 working days from the date of receipt of sufficient documents requesting the issuance, replacement, and reissuance of Citizen Identification Cards.

For the processing and approval time limits at the provincial-level police, Circular 11 specifies as follows:

- For electronic data transferred by district-level police, immediately on the same day for issuance and replacement cases, and 02 working days for reissuance cases, from the receipt of sufficient electronic data, the provincial-level police must complete the processing and transfer the electronic data to the National Citizen Identification Center.- For documents received by the Administrative Management Police Department, within 02 working days from the date of receipt of the documents, the processing and transfer of electronic data to the National Citizen Identification Center must be completed.

At the Department of Police Registration, Residence Management, and National Population Data, the time limits for receipt and processing of documents are as follows:

- For electronic data transferred by provincial-level police, within 02 working days for issuance and replacement cases, and 05 working days for reissuance cases, from the receipt of sufficient electronic data, the Department of Police Registration, Residence Management, and National Population Data must complete the processing, approval, and printing of the Citizen Identification Cards.- For documents received by the National Citizen Identification Center, within 04 working days from the receipt of sufficient documents, the processing, approval, and printing of the Citizen Identification Cards must be completed.- Within 03 working days from the completion of the printing of the Citizen Identification Cards, the cards must be dispatched to the place where the procedures for issuance, replacement, and reissuance of Citizen Identification Cards were carried out.
