the Government of Vietnam recently issued Decree 118/2018/ND-CP regulating the coordination of military-civilian health services. Notably, this Decree includes provisions on the integration of activities in medical examination and treatment as well as the implementation of health programs.
To be specific, according to the provisions in Article 6 of Decree 118/2018/ND-CP, these contents include:
1. Organizing the reception, medical examination, and treatment for the people and the armed forces at medical examination and treatment facilities.
2. Transferring techniques, training, and continuous training related to specialized techniques in medical examination and treatment.
3. Conducting research on diseases and treatment methods.
4. Developing medical examination and treatment techniques.
5. Providing medical examination and treatment for policy beneficiaries and social protection beneficiaries.
6. Organizing the implementation of health programs at the local level.
Simultaneously, the Decree also provides policies for those working at military-civilian medical examination and treatment facilities. The policies for practitioners who belong to military units and are assigned to work at military-civilian medical examination and treatment facilities managed by the health sector are as follows:
- Subject to the comprehensive direction of the head of the military-civilian medical examination and treatment facility during their secondment period;- Entitled to all policies and benefits regarding medical examination and treatment as stipulated by law.
Practitioners belonging to civilian medical examination and treatment facilities assigned to work at military-civilian medical examination and treatment facilities managed by the military:
- Subject to the comprehensive direction of the head of the facility during their secondment period at the military-civilian medical examination and treatment facility;- Entitled to all policies and benefits regarding medical examination and treatment as stipulated by law.
