A public employee is eligible to be nominated for the professional title promotion exam for lecturers when the following conditions are met:

1. The public higher education institution has a need and the relevant authority approves the nomination.

2. Currently holding the lecturer professional title (Grade III), code V.07.01.03 for public employees registering for the promotion exam to the senior lecturer professional title (Grade II), code V.07.01.02; currently holding the senior lecturer professional title (Grade II), code V.07.01.02 for public employees registering for the promotion exam to the expert lecturer professional title (Grade I), code V.07.01.01.

3. The head of the higher education institution evaluates the candidate to have sufficient qualities and professional ethics; excellently completing tasks continuously for 3 years up to the deadline for submitting the exam application; not currently under disciplinary action or having received a notification of consideration for disciplinary action according to legal regulations.

4. Meeting the standards of the professional title grade registered for the exam according to the provisions of Joint Circular 36/2014/TTLT-BGDDT-BNV stipulating the codes and standards of professional titles for public employees teaching in public higher education institutions.
