Circular 44: Knowledge and Skills in Office Informatics at College Level

Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 44/2018/TT-BLDTBXH, which stipulates the minimum volume of knowledge and competency requirements that learners must achieve upon graduation at the intermediate level and college level for disciplines and professions in the field of computers and information technology.

To be specific, Circular 44/2018/TT-BLDTBXH stipulates the volume of knowledge and skills that learners achieve after graduating from the college level in the Office Computing profession as follows:

Regarding Knowledge

- Identify the basic components of the computer system;- Determine the technical specifications of the software to be installed;- Differentiate between types of software and specialized software terminology;- Point out data loss risks and offer effective data backup solutions;- Analyze basic errors related to both hardware and software of the computer system;- Explain the operation of basic network services;- Select services to deploy for the network system;- Determine content management methods for each type of electronic news site;- Present basic knowledge on environmental protection, efficient use of energy and resources;- Present basic knowledge on politics, culture, society, law, national defense, security, and physical education as stipulated.

Regarding Skills

- Use basic information technology as regulated;- Use common office software;- Operate basic office equipment;- Backup and restore data ensuring system availability;- Build and deploy services for the network system;- Assemble and install the basic parameters of the computer;- Handle common issues related to the hardware, software of the computer system;- Manage content for electronic news sites;- Apply measures to protect the environment, use energy, and resources efficiently;- Communicate effectively through writing, presenting, discussing, negotiating, and handling situations;- Use basic foreign languages, achieving level 2/6 in the Vietnamese Foreign Language Competency Framework; apply foreign languages in the profession; read and partially understand specialized English documents.
