Below is the noteworthy content issued by the Minister of Education and Training in Circular 44/2014/TT-BGDDT regulating the evaluation and classification of "Learning Communities" at the commune level.
According to current regulations, the purpose of evaluating and classifying the "Learning Community" at the commune level is:
- To motivate and encourage the movement to build the "Learning Community" at the commune level; to create conditions and opportunities for everyone to engage in lifelong learning.- To help the commune level self-assess in order to plan, adjust, and supplement the plan for building the "Learning Community" in accordance with local realities.- To assist the People’s Committees at all levels in evaluating the current status of building the "Learning Community" at the commune level as a basis for proposing measures suitable to the local situation.
To evaluate and classify the "Learning Community" at the commune level objectively and accurately, it is necessary to base on the regulations in Circular 44/2014/TT-BGDDT as follows:
- The evaluation and classification of the "Learning Community" at the commune level must be based on achieved results, through evidence that aligns with the criteria stipulated in Article 3 of Circular 44. Each criterion has content that needs to be assessed according to the levels achieved and is guided on how to score specifically in the Appendix of Instructions for Evaluation and Scoring "Learning Community" at the commune level attached to Circular 44.- The maximum total score for all the criteria is 100. Criteria that do not have adequate evidence will not be scored.- Classification
- Excellent: Total score ranges from 85-100, with no criterion scoring 0;- Good: Total score ranges from 70-84, with no criterion scoring 0;- Average: Total score ranges from 50-69, with no criterion scoring 0;- Not achieved: other cases.
- The period for inspection, evaluation, and classification of the "Learning Community" at the commune level is conducted in December annually.
