On June 30, 2020, the Ministry of Industry and Trade issued Circular 14/2020/TT-BCT providing guidelines on certain regulations for industry and trade sector inspections.
Circular 14: Specific regulations on the Official Card for Industrial Sector Inspectors (Illustrative image)
Article 9 Circular 14/2020/TT-BCT defines the Official Card for Industrial Sector Inspectors as follows:
1. The Official Card for Industrial Sector Inspectors (hereinafter referred to as the Card) is issued by the Minister of Industry and Trade to the individual assigned to perform specialized inspection duties.
2. The funding for producing the Card is sourced from the state budget allocated to the Ministry of Industry and Trade.
3. The validity period of the Card is 5 years from the issue date.
4. Forms of card issuance:
- New Card Issuance: When an official meets the conditions and is assigned by the head of the agency to perform specialized inspection duties. The dossier for new card issuance includes:
- Official Dispatch proposal from the head of the agency to the Ministry of Industry and Trade requesting card issuance;- List of individuals proposed for new card issuance (Appendix 07);- Photo of the official in uniform proposed for card issuance (02 photos size 20mm x 30mm) taken within the last 6 months, with the full name and agency noted on the back of the photos and on the photo envelope.
- Card Reissuance: When the card expires; the card is lost due to objective reasons, is damaged, or changes in card number, agency name assigned to conduct specialized inspection duties occur or when new regulations are issued by competent authorities, the card is reissued with a validity period and card number as previously issued. The dossier for card reissuance includes:
- Official Dispatch proposal from the head of the agency to the Ministry of Industry and Trade requesting card reissuance;- List of individuals proposed for card reissuance (Appendix 07);- Photo of the official in uniform proposed for card issuance (02 photos size 20mm x 30mm) taken within the last 6 months, with the full name and agency noted on the back of the photos and on the photo envelope.
Note: The evaluation period for card issuance is in April and October annually. The head of the agency is responsible for submitting the dossier for card issuance to the Ministry of Industry and Trade (Inspectorate of the Ministry) before March 25 and September 25 annually. In special cases or due to work requirements, the Ministry of Industry and Trade will consider issuing the card upon the request of the agency.
