This is a noteworthy regulation mentioned in Circular 07/2013/TT-BYT issued by the Ministry of Health, stipulating the standards, functions, and duties of village health workers.
According to the provisions of Article 5 of Circular 07/2013/TT-BYT, the policies on allowances for village and commune health workers are implemented in accordance with the current regulations of the State and additional monthly allowances (if any) from other lawful funding sources as prescribed by the competent authorities.

In this context, village and commune health workers include:
- Village and commune health workers engaged in primary health care;- Village and commune health workers providing maternal and child health care in villages and communes with a high population of ethnic minorities, where customs and practices avoid prenatal check-ups, pregnancy management, and delivery at medical examination and treatment facilities, or in regions with particularly difficult socio-economic conditions, large areas, complicated and difficult traffic, and limited access to medical examination and treatment facilities by the people.
Additionally, Circular 07 also stipulates the equipment and working methods of village and commune health workers as follows:
- Each village and commune health worker is equipped with medical devices and instruments according to the list stipulated by the Ministry of Health.- Village and commune health workers operate according to part-time policies in villages and communes. They are responsible for proactively arranging and scheduling their time to ensure the fulfillment of duties as prescribed in this Circular.
