September 7, 2023, the Minister of Finance issued Circular 60/2023/TT-BTC stipulating the collection rates, collection, payment, exemption, and management of fees for registration and issuance of license plates for road motor vehicles.

1. Cases of exemption from vehicle registration and license plate fees from October 22, 2023

Specifically, Article 6 of Circular 60/2023/TT-BTC stipulates that the following cases are exempt from vehicle registration and license plate fees:

- Diplomatic representative agencies, consular agencies, and representative agencies of international organizations under the United Nations system.

- Diplomatic officers, consular officers, technical and administrative staff of foreign diplomatic missions and consulates, members of international organizations within the United Nations system, and members of their families who are not Vietnamese citizens or do not permanently reside in Vietnam are issued diplomatic identification cards by the Ministry of Foreign Affairs of Vietnam or local foreign affairs agencies (authorized by the Ministry of Foreign Affairs), an official ID card, or a consular certificate.

In this case, when registering for a certificate or vehicle license plate, the registrant must present the diplomatic identity card to the registration agency, an official ID card, or a consular certificate according to the regulations of the Ministry of Foreign Affairs.

Other foreign organizations and individuals (representative agencies of intergovernmental international organizations outside the United Nations system, representative agencies of non-governmental organizations, delegations of international organizations, members of other agencies and organizations) not subject to the subjects mentioned in Clause 1 and Clause 2, Article 6 of Circular 60/2023/TT-BTC but are exempted or not required to pay fees for the issuance of registration certificates and vehicle license plates according to international commitments and international treaties to which the Socialist Republic of Vietnam is a member or international agreement between a Vietnamese contracting party and a foreign contracting party.

In this case, organizations and individuals must provide the registration agency with: A copy of international commitments, international treaties, or international agreements.

- Specialized three-wheeled motorbikes for disabled people.

2. Procedures for initial vehicle registration in Vietnam

Pursuant to Article 12 of Circular 24/2023/TT-BCA, procedures for initial vehicle registration are as follows:

- Organizations and individuals shall carry out procedures for initial vehicle registration according to regulations in Article 9 of Circular 24/2023/TT-BCA; they shall bring their vehicles to vehicle registration authorities and submit documents specified in Article 10 and Article 11 of Circular 24/2023/TT-BCA.

- After vehicle registration officers inspect vehicle registration applications and conduct physical inspection of vehicles, if these applications and vehicles are satisfactory, license plates shall be issued as follows:

= New license plates shall be issued to owners who have not yet been issued with identification license plates or owners who have been issued with identification license places that are being used for registration of other vehicles.  

= Identification license plates shall be re-issued if such license plates have been revoked.

In case vehicles and their applications does not meet regulations, it is required to supplement and complete these applications according to guidelines from vehicle registration officers in application guideline notes.  

- The applicant may receive the appointment note to return vehicle registration result, pay vehicle registration fee and receive license plate (in case the license plate is issued according to regulations in point a, Clause 2 of Article 12 of Circular 24/2023/TT-BCA); if the vehicle owner wishes to receive vehicle registration result by post, it/he/she shall register with the public post office;

- The applicant may receive the vehicle registration certificate and the license plate (in case the license plate is issued according to regulations in point b, Clause 2 of Article 12 of Circular 24/2023/TT-BCA) in person at the vehicle registration authority or by post.
