The following article will update the new regulations on initial vehicle registration procedures in Vietnam from January 1, 2025.
Article 14 of Circular 79/2024/TT-BCA prescribes the procedures for initial vehicle registration in Vietnam from January 1, 2025, as follows:
(1) Conducting initial vehicle registration for domestically manufactured, assembled, and imported vehicles through fully online public services for Vietnamese citizens:
- Vehicle owners must comply with the provisions in Clause 3, Article 6 of Circular 79/2024/TT-BCA, register to use public postal services to receive vehicle registration certificates, license plates, and submit documents as required to the vehicle registration authority.
- Vehicle owners press license plates on the public service portal or through the national identification application as per regulations and receive notifications of the assigned license number and the amount of registration fees to be paid via text message, email, or the national identification application so that the owner can make payment through the payment utility integrated on the public service portal, national identification application.
After successfully paying the registration fee, the public service portal, national identification application will inform the vehicle owner of the completion of the fee payment;
- Vehicle registration officers receive online complete vehicle registration applications from the public service portal, national identification application transferred to the vehicle registration and management system for checking and adjusting the registration data (without physical inspection of the vehicle, rubbing engine numbers, chassis numbers, or taking vehicle photos as required); print the vehicle registration declaration, vehicle registration certificate; propose to the authorities with competent authority for approval, sign the vehicle documents, vehicle registration certificate and related documents; stamp the vehicle documents.
Return the vehicle registration certificate, license plates (affix identification stickers on auction-winning license plates or clean energy, environmentally-friendly number plates as required) to the vehicle owner via public postal service;
- Vehicle owners must submit documents as required in Clause 3, Article 6 of Circular 79/2024/TT-BCA when receiving the vehicle registration certificate, license plates. If the owner does not submit or the information provided regarding engine or chassis numbers does not match the declared information, the owner must bring the vehicle to the registration authority for inspection and receive the registration results;
- Vehicle registration officers receive documents as prescribed in Clause 3, Article 6 of Circular 79/2024/TT-BCA for checking, comparing with the data on the vehicle registration and management system, sign confirmation of checking and comparing on the rubbing of engine and chassis numbers to store in the vehicle registration file; scan the rubbing of the engine and chassis numbers and upload to the vehicle registration and management system.
(2) Conduct vehicle registration through partial online public services
- Vehicle owners declare vehicle registration declarations as stipulated in Article 9 of this Circular, obtain an online vehicle registration file code, and an appointment for file processing as notified by the public service portal via text message or email to proceed with vehicle registration procedures; bring the vehicle to the registration authority for inspection, provide the vehicle registration file code, and submit the documents as stipulated in Articles 10, 11, 12, and Article 13 of Circular 79/2024/TT-BCA to the registration authority; register to use public postal services (if needed) to receive vehicle registration certificates and license plates;
- After the vehicle registration officer inspects the vehicle files and the actual vehicle ensuring compliance, license plates are issued according to the following regulations:
Issue new license plates for cases where vehicle owners have not been issued with designated plates or have designated plates but are registering for another vehicle.
Issue designated plates for cases where vehicle owners have designated plates that have been revoked since August 15, 2023.
In cases where the vehicle files and actual vehicle do not ensure conformity, supplement and complete the files as guided by the registration officer in the file guidance sheet;
- Vehicle owners receive an appointment slip for result retrieval, pay the vehicle registration fee, and receive license plates (in cases where a new designated plate is issued or the owner requests to use previously revoked designated plates if not yet destroyed by the registration authority according to regulations).
- Vehicle owners receive results at the vehicle registration authority or via public postal services.
(3) Conduct vehicle registration directly at the registration authority
Vehicle owners declare vehicle registration declarations as prescribed in Article 9 of Circular 79/2024/TT-BCA, bring the vehicle to the registration authority for inspection and submit documents as prescribed in Articles 10, 11, 12, and Article 13 of Circular 79/2024/TT-BCA. They must follow the provisions as stipulated in points b, c, d, clause 2 of Article 14 of Circular 79/2024/TT-BCA.
