1. Latest dossier for the issuance of new vehicle registration certificate and license plate in Vietnam

According to Article 8 of Circular 79/2024/TT-BCA regulating the issuance of new vehicle registration certificates and license plates (hereinafter referred to as initial vehicle registration), the documents required include:

- Vehicle registration application form.

- Owner's documents.

- Vehicle origin certificate.

- Certificate of legal ownership.

- Proof of fulfillment of financial obligations.

2. Time limit for vehicle registration in Vietnam

The time limit for vehicle registration in Vietnam according to Article 7 of Circular 79/2024/TT-BCA is as follows:

- Issuance of vehicle registration certificate

+ Issuance of new vehicle registration certificate, issuance of vehicle registration certificate in case of change of owner, replacement of vehicle registration certificate: No more than 02 working days from the date of receipt of complete valid dossiers;

+ Reissuance of vehicle registration certificate: Verification must be conducted within 30 days from the date of receipt of complete valid dossiers; after verification, if eligible, reissuance within 02 working days.

- Issuance of license plates

+ Issuance of new license plates: Immediate issuance upon receipt of complete valid dossiers;

+ Issuance of new auctioned license plates, change of license plates, issuance of personalized license plates: No more than 07 working days from the date of receipt of complete valid dossiers;

+ Reissuance of license plates: Verification must be conducted within 30 days from the date of receipt of complete valid dossiers; after verification, if eligible, reissuance within 02 working days.

- Issuance of certificate for withdrawal of vehicle registration certificate and license plates

+ In case of full online public service: No more than 08 working hours from the receipt of complete valid dossiers;

+ In case of partial online public service or direct procedure at the vehicle registration agency: No more than 02 working days from the date of receipt of complete valid dossiers;

+ Issuance of certificate for withdrawal of vehicle registration certificate and license plates, in case of lost vehicle registration certificate and license plates: Verification must be conducted within 30 days from the date of receipt of complete valid dossiers; after verification, if eligible, issuance of certificate for withdrawal of vehicle registration certificate and license plates within 02 working days;

+ Issuance of a copy of the certificate for withdrawal of vehicle registration certificate and license plates: Verification must be conducted within 30 days from the date of receipt of complete valid dossiers; after verification, if eligible, issuance of a copy of the certificate for withdrawal of vehicle registration certificate and license plates within 02 working days.

- Issuance of temporary vehicle registration certificate

+ In case of full online public service: No more than 08 working hours from the receipt of complete valid dossiers;

+ In case of partial online public service or direct procedure at the vehicle registration agency: 01 working day from the date of receipt of complete valid dossiers.

- For cases requiring payment of vehicle registration fees, the time limit for processing vehicle registration is counted from the receipt of complete valid dossiers and after the owner completes the payment of the vehicle registration fees.

3. Regulations on the vehicle registration application form in Vietnam

According to Article 9 of Circular 79/2024/TT-BCA regulating the vehicle registration application form:

- In the case of partial online public service for vehicle registration: The vehicle owner logs into the public service portal and accurately, fully, and truthfully fills in the contents specified in the vehicle registration application form, and digitally signs. If there is no digital signature, the vehicle owner prints the vehicle registration application form from the public service portal, signs, and clearly writes the name and stamps (if an agency or organization).

- In the case of the first-time vehicle registration using full online public service: The vehicle owner uses a level 2 electronic identification account to log into the public service portal or national identification application and accurately, fully, and truthfully fills in the contents specified in the vehicle registration application form without the need for a signature.

- In the case of direct vehicle registration at the vehicle registration agency: The vehicle owner accurately, fully, and truthfully fills in the contents specified in the vehicle registration application form.
