Circular 79/2024/TT-BCA has outlined the responsibilities that vehicle owners must fulfill in the registration of vehicles from January 1, 2025.

On November 15, 2024, the Minister of Public Security of Vietnam issued Circular 79/2024/TT-BCA stipulating the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized motor vehicles.
According to Article 6 of Circular 79/2024/TT-BCA, regarding registering a vehicle, vehicle owners will have the following responsibilities:
- Comply with the legal provisions on vehicle registration; truthfully, fully, and accurately declare information as stipulated regarding vehicle registration; be legally responsible for the legitimacy of the vehicle and its papers; vehicle owners must have a bank account when making online payments or receiving a refund for vehicle registration fees.
- Bring the vehicle to the vehicle registration authority for inspection when carrying out the procedures for issuing a new vehicle registration certificate and license plate (except for full online procedure registration), for issuing a registration certificate when changing ownership, or when modifying or changing the vehicle's paint color.
- In cases where procedures for issuing a new vehicle registration certificate and license plate for Vietnamese citizens’ vehicles manufactured, assembled, or imported are conducted via full online public services, the vehicle owner shall use a level 2 electronic identification account to declare and submit the application through the public service portal or National Identification Application, without needing to bring the vehicle for inspection. Upon receiving the result, they must submit the quality inspection slip with affixed engine and chassis number prints, sealed by the vehicle manufacturing facility (for manufactured and assembled vehicles), or a certificate of import vehicle's technical safety and environmental protection quality, or a notice of exemption from technical safety and environmental protection inspection for import vehicles with engine and chassis number prints sealed by the import unit (for imported vehicles) to the vehicle registration authority.
In the absence of physical documents, submit a printout from the electronic database system of the quality inspection slip with affixed engine and chassis number prints sealed by the vehicle manufacturing facility (for manufactured and assembled vehicles), or a certificate of technical safety and environmental protection quality for imported vehicles, or a notice of exemption from quality inspection for imported vehicles with printed engine and chassis numbers sealed by the import unit (for imported vehicles).
- Within 30 days from the date the competent authority issues a certificate for modified vehicle technical safety and environmental protection or when there is a change in the vehicle owner’s name, owner's identification number, or upon the expiration of the vehicle registration certificate, the vehicle owner must approach the vehicle registration authority to carry out the procedures for changing or revoking the vehicle registration certificate and license plate (hereinafter referred to as the revocation procedure) as prescribed.
- When transferring, exchanging, gifting, or inheriting the vehicle (hereinafter referred to as transferring vehicle ownership):
+ The vehicle owner must retain the vehicle registration certificate and license plate (not given to the organization or individual receiving the ownership transfer) and submit them to the vehicle registration authority when carrying out the revocation procedure; in cases where the vehicle's ownership transfer includes the auction-winning license plate, the vehicle owner submits the vehicle registration certificate to the vehicle registration authority during revocation procedures;
+ Within 30 days from the date of executing the vehicle ownership transfer documents, the vehicle owner named on the registration certificate must carry out the revocation procedure.
In cases where the above time period expires and the vehicle owner does not carry out revocation procedures or deliver the vehicle registration certificate and license plate to the organization or individual receiving the ownership transfer, the competent authority shall impose administrative violations penalties prior to resolution as prescribed;
In cases where the vehicle owner does not approach to carry out revocation procedures, the competent authority shall make an administrative violation report against the vehicle owner and impose penalties according to the law. The organization or individual receiving the ownership transfer can sign the administrative violation report as a witness and sign related documents for revocation procedures;
+ After the vehicle registration authority completes the revocation procedures, the receiving organization or individual carries out the procedures for issuing a new vehicle registration certificate and license plate according to regulations.
- Within 07 working days from the date the vehicle reaches the end-of-life limit, is damaged beyond use, or is scrapped, the vehicle owner must declare on the public service portal or directly at the vehicle registration authority and submit the vehicle registration certificate and license plate to the vehicle registration authority or commune police (regardless of the residence, domicile, or headquarters of the vehicle owner) for revocation procedures.
- The organization or individual named on the vehicle registration certificate continues to bear vehicle owner responsibilities when they have not completed the revocation of the vehicle registration certificate and license plate, in cases requiring revocation as prescribed.
