Regarding this issue, LawNet would like to answer as follows:
On October 2, 2023, the Prime Minister issued Decision 1142/QD-TTg approving the Planning of Tra Vinh province for the period 2021 - 2030, with a vision to 2050.
Specifically, the development goals of Tra Vinh province until 2023 are as follows:
(1) General objective
Tra Vinh is a province with average high development, located in the top group of the Mekong Delta, with synchronous transport infrastructure, connecting the Mekong Delta and the whole country; a developed marine economy, adapting to climate change; cultural values of ethnic groups are preserved and promoted; and people have a prosperous and happy life.
(2) Some specific indicators
- Economic:
+ The average growth rate of gross regional product (GRDP) is about 11.5%/year; in which the agriculture, forestry, and fisheries sectors increase on average by 3.32%/year, the industry-construction sector increases by an average of 15.49%/year, and the trade-service sector increases by an average of 10.81%/year. GRDP per capita (current price) reaches 148 million VND by 2030. Budget revenue in the area increases on average from 12% to 15%/year.
+ The proportion of GRDP in agriculture, forestry and fisheries accounts for about 17.98%; industry - construction accounts for about 46.14%; services account for about 33.00%; Product tax minus product subsidies accounts for about 2.88%.
+ Export value reaches about 1,700 to 1,800 million USD by 2030.
+ Mobilizing investment capital for the entire society reached from 350 trillion to 400 trillion VND.
- Regarding society:
+ Average population growth rate is 0.75%/year.
+ The rate of trained workers reaches 75%; The rate of trained workers with degrees and certificates will reach 40% by 2030.
+ Labor productivity increases by an average of 11.65%/year.
+ Create new jobs every year for 30,000 workers.
+ Strive to have about 73% of preschools, 89% of elementary schools, 70% of middle schools, and 91% of high schools meet national standards by 2030.
+ Strive to reach 35 hospital beds per ten thousand people; 14 - 16 doctors/ten thousand people.
+ Health insurance participation rate reaches 95% by 2030.
+ The rate of poor households meeting multidimensional standards decreased by an average of 1 - 1.5%/year.
+ Human development index (HDI) reaches 0.75 or higher.
- Regarding environmental protection:
+ The rate of clean water use for domestic purposes by residents in urban areas reaches 99% or more; In rural areas, it reaches about 85%.
+ The rate of daily solid waste collected and treated according to standards and regulations in urban areas reaches 99% or more; In rural areas, it reaches about 90%.
+ Urban areas have sewer systems to collect and treat wastewater that meet standards.
+ Forest coverage rate reached 4.5%.
- Regarding the development of urban and rural systems:
+ The urbanization rate will reach about 40% by 2030.
+ Complete the task of building new rural areas before 2025.
- Well perform the task of ensuring national defense, security, social order, and safety.
According to Decision 1142/QD-TTg, the Prime Minister introduced breakthrough contents for the development of Tra Vinh province according to the Plan as follows:
- Strongly innovate the leadership, management, and operating thinking of governments at all levels and the economic thinking of businesses and people associated with implementing digital transformation based on 3 main pillars (digital economy, digital society, and digital government).
- Develop high-quality human resources in fisheries, organic agriculture, tourism, seaports, logistics, and clean energy. Effectively link with training institutions and specialized research institutions at home and abroad to realize development goals.
- Research, develop, and promulgate mechanisms and policies to maximize and effectively mobilize all resources for investment in transport infrastructure and irrigation, with a focus on inter-provincial and inter-district transportation routes, inland waterways and port systems, natural disaster prevention works, fresh water sources for daily life and production, and saltwater intrusion control.
