On January 14, 2025, the Prime Minister issued Decision 91/QD-TTg on the issuance of the Plan for Implementing the Planning for Dak Nong province for the period 2021 - 2030, with a vision to 2050​.

The Plan for Implementing the Planning for Dak Nong province for the period 2021 - 2030, with a vision to 2050 is issued together with the Decision 91/QD-TTg​.

* Purpose:

- Effectively implement Decision 1757/QD-TTg dated December 31, 2023, of the Prime Minister of Vietnam approving the Planning for Dak Nong province for the period 2021 - 2030, with a vision to 2050​ (hereinafter referred to as the Provincial Planning).

- Develop a roadmap for organizing the implementation of projects aimed at successfully achieving the objectives, tasks, and solutions set out in the Provincial Planning.

- Assign responsibilities for leadership and collaboration between Dak Nong Province and the Central Ministries and sectors to ensure effective implementation of the Provincial Planning. Synchronize the planning system within the province; ensure consistency between the Provincial Planning and the national comprehensive planning, national sectoral planning, Regional planning, and related planning. Develop policies and solutions to attract resources to implement the Provincial Planning.

- Determine the progress and resources for implementing projects; develop policies and solutions to attract resources to implement the Provincial Planning.

* Requirements

- Ensure compliance with the content specified in Clause 2, Article 45 of the Planning Law, ensuring compatibility with the approved content according to the Planning for Dak Nong province for the period 2021 - 2030, with a vision to 2050​.

- Ensure compliance, inheritance of action programs, implementation plans for national, Regional planning, and approved public investment plans; ensure connection and consistency among tasks, programs, projects of different sectors, and localities.

- Mobilize and effectively use resources with the principle of internal resources being fundamental, external resources being important, closely combining internal with external resources to create an optimal overall resource, "public investment leading, activating non-state resources" to create breakthroughs in attracting investment capital in development and completing a comprehensive, modern infrastructure system, ensuring interconnectivity and Regional connection.

- Ensure feasibility, flexibility, appropriate to local practical requirements and the ability to balance investment resources. Focus on targeted investment; quickly bring projects into operation, ensuring effective use of investment capital.

- Emphasize the local initiative, creativity, and flexibility in implementation; promote decentralization in investment management, granting authority to levels, sectors, and localities in implementing the plan.

* Regarding public investment projects

- Prioritize infrastructure projects that create significant widespread effects, with inter-Regional connectivity, especially strategic transport infrastructure of the province, ensuring comprehensive, modern, and overall characteristics, promoting inter-Regional, intra-Regional connections associated with economic corridor development; urban technical infrastructure at the three growth drivetrains identified in the Provincial Planning; healthcare, education, science, technology, and innovation infrastructure, culture, sports, social welfare infrastructure; information, communication, and digital transformation infrastructure to attract investment capital, ensuring a reasonable, efficient investment structure.

- Continue to prioritize investment in completing irrigation infrastructure; water supply, drainage, and waste treatment (for areas where enterprises do not invest) to meet the socio-economic development needs, ensure social welfare, national defense, security, disaster prevention and reduction, climate change response.
