Criteria for evaluating implementation of planning on a 5-year periodic basis in Vietnam from February 11, 2025

The criteria for evaluating the implementation of planning on a 5-year periodic basis have been amended and supplemented as follows:

- Evaluate the implementation status of the development orientation of industries, sectors, and the organization of socio-economic development space in the national master plan, national marine spatial planning, and national land use planning; development orientation of industries, sectors, and the organization of socio-economic development space in the national sectoral planning and regional planning; development plans of industries, sectors, and the organization of socio-economic development space in provincial planning.

- Evaluate the implementation status of projects according to the following contents:

+ List of projects that have been and are being implemented;

+ List of anticipated important and prioritized projects in the planning period that have not yet been implemented; reasons.

- Evaluate the implementation status of the development orientation, direction, and plans for urban and rural systems, development of functional zones (if any).

- Evaluate the implementation status of land use targets and efficiency (if any).

- Evaluate the usage of resources, outcomes of environmental protection work, nature and biodiversity conservation, disaster prevention and mitigation, and climate change adaptation (if any).

- Evaluate the mobilization of resources for implementing the planning.

- Evaluate the promulgation and implementation of mechanisms and policies for executing the planning.

- Provide an overall evaluation of the achievement of planning objectives and targets; difficulties, obstacles, and reasons affecting the planning implementation results; propose solutions to improve the effectiveness of planning implementation; recommend adjustments to the planning (if any).
