This content is specifically stipulated in Circular 11/2016/TT-BCA issued by the Ministry of Public Security on March 4, 2016, which prescribes the procedures for issuing, renewing, and reissuing citizen identification cards (CCCD).
The approval of records requiring a search in the citizen identification archives at the district-level police, including county, urban district, district-level town, provincial city (hereinafter collectively referred to as district-level police), is stipulated in Circular 11 as follows:
- In cases where it is necessary to search in the archives within the province or centrally-run city, the Head of the Administrative Management of Social Order Police Team shall approve the records to be searched and send them to the Citizen Identification Archive Team under the Administrative Management of Social Order Police Department to conduct the search.- In cases where it is necessary to search the archives outside the province or centrally-run city, the Head of the district-level police shall forward the records to the Administrative Management of the Social Order Police Department where the search is needed.
Simultaneously, Circular 11 also stipulates the approval of records at the Administrative Management of Social Order Police Department as follows:
- In cases where it is necessary to search the archives within the province or centrally-run city, the Head of the Residence Registration and Management Police Team; the issuance, management of Citizen Identification (Identity Card) and other travel documents team, or the Head of the issuance, management of Citizen Identification (Identity Card) and other travel documents team (hereinafter collectively referred to as the Head of the Citizen Identification Team) shall forward the records to the Citizen Identification Archive Team under the Administrative Management of Social Order Police Department to conduct the search.- In cases where it is necessary to search the archives outside the province or centrally-run city, the Head of the Administrative Management of Social Order Police Department forwards the records to the Administrative Management of Social Order Police Department of the provincial police where the search is needed (hereinafter referred to as provincial-level police).
For records approval at the National Citizen Identification Center, the Director of the National Citizen Identification Center forwards the records to the Administrative Management of Social Order Police Department where the search is needed.
