Are universities with 10,000 or more students in Vietnam required to establish an inspectorate?

Below is a noteworthy content from Circular 51/2012/TT-BGDDT of the Ministry of Education and Training regarding the organization and inspection activities of higher education institutions and professional secondary schools.

To be specific, Article 6 Circular 51/2012/TT-BGDDT stipulates that universities, academies, colleges, and professional secondary schools with a scale of 10,000 students or more must establish an Inspectorate. The Inspectorate will have a Head, a Deputy Head, and specialized staff conducting inspection work. The appointment and dismissal of the Head of the Inspectorate are decided by the Principal. The appointment and dismissal of the Deputy Head of the Inspectorate are decided by the Principal based on the recommendation of the Head of the Inspectorate.

For universities, academies, colleges, and professional secondary schools with a scale of less than 10,000 students; and scientific research institutes licensed to offer doctoral training programs, an Inspectorate must be established or specialized staff must be appointed to carry out inspection work.

The Inspectorate (or specialized staff conducting inspection work in institutions without an Inspectorate) has the following duties and powers:

- Develop an inspection plan, submit it to the Principal for approval, and organize its implementation according to legal regulations;

- Inspect the implementation of laws and assigned tasks concerning the organizations, units, and individuals under the Principal's management;

- Assist the Principal in performing citizen reception duties, resolving complaints and denunciations according to the legal regulations on complaints and denunciations;

- Assist the Principal in performing anti-corruption duties according to the legal regulations on anti-corruption;

- Act as a liaison to assist the Principal in cooperating with relevant agencies, organizations, and units concerning inspection work;

- Report, summarize experiences on inspection work; citizen reception work, complaint and denunciation resolution work, and anti-corruption work in the institution as per the Principal's and upper-level Inspectorate's requirements; propose amendments and supplements to State policies and regulations on education;

- Perform other tasks assigned by the Principal.
