Amendment to the organizational structure of the Ministry of Foreign Affairs of Vietnam

According to Article 3 of Decree 28/2025/ND-CP, the organizational structure of the Ministry of Foreign Affairs is regulated as follows:

The following organizations assist the Minister of Foreign Affairs in implementing state management functions:

- European Department

- American Department

- Northeast Asia Department

- Southeast Asia - South Asia - South Pacific Department

- Middle East - Africa Department

- Department of Foreign Policy

- Economic Diplomacy Department

- ASEAN Department

- Department of International Organizations

- Department of Law and International Treaties

- Department of Information and Press

- Personnel Organization Department

- Ministry Office

- Ministry Inspectorate

- Cryptographic and Information Technology Bureau

- Consular Department

- State Protocol and External Interpretation Bureau

- Foreign and Cultural Diplomacy Bureau

- Administrative and Financial Management Bureau

- Ho Chi Minh City Department of Foreign Affairs

- National Border Committee

- State Committee for Overseas Vietnamese

The organizations are public service providers under the Ministry of Foreign Affairs.

Vietnam's representative agencies abroad are agencies established by the Government of Vietnam and directly managed by the Ministry of Foreign Affairs.

The European Department is organized into 5 divisions; Departments such as Personnel Organization, Law and International Treaties are organized into 4 divisions; Departments such as American, Northeast Asia, Southeast Asia - South Asia - South Pacific, Middle East - Africa are organized into 3 divisions.

Some agencies no longer listed in the organizational structure of the Ministry of Foreign Affairs of Vietnam

The organizations under Article 3 of Decree 81/2022/ND-CP no longer listed in the organizational structure of the Ministry of Foreign Affairs according to Article 3 of Decree 28/2025/ND-CP include:

- Department of External Translation and Interpretation

Duties and powers of the Ministry of Foreign Affairs of Vietnam

According to Article 2 of Decree 28/2025/ND-CP, the duties and powers of the Ministry of Foreign Affairs are regulated as follows:

(1) Submit to the Government of Vietnam draft laws, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the Standing Committee of the National Assembly, draft decrees of the Government of Vietnam according to the annual legal construction program and plans of the Government of Vietnam and resolutions, projects, plans as assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam; submit to competent authorities other draft documents within their functions and duties as prescribed.

(2) Submit to the Government of Vietnam, the Prime Minister of the Government of Vietnam long-term, medium-term, and annual development strategies, plannings, plans, and important projects and works, national target programs on sectors within the scope of state management of the Ministry of Foreign Affairs.

(3) Submit to the Prime Minister of the Government of Vietnam draft decisions, directives, and other documents on sectors within the scope of state management of the Ministry of Foreign Affairs or as assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam.

(4) Issue circulars and other documents on state management concerning sectors within the scope of state management of the Ministry of Foreign Affairs.

(5) Direct, guide, inspect, and organize the implementation of legal documents, strategies, plannings, plans, national target programs in the domain of state management of the Ministry of Foreign Affairs after approval; organize information, dissemination, and legal education, and monitor the enforcement of laws in sectors and domains within the scope of state management of the Ministry of Foreign Affairs.

(6) Implement unified management of foreign affairs activities as prescribed

(7) Manage international conferences and seminars in Vietnam within the scope of state management of the Ministry of Foreign Affairs according to legal provisions; annually report to the Prime Minister of the Government of Vietnam on the situation of organizing international conferences and seminars in Vietnam.

(8) Lead and coordinate research, synthesis, proposing issues related to the protection of the State's sovereignty and interests, the lawful rights and interests of Vietnamese organizations and citizens abroad as per Vietnamese laws, international law, and as assigned by the Prime Minister of the Government of Vietnam.

(9) Conduct research work, forecast and provide strategic orientation recommendations

(10) Act as representation in external activities of the Communist Party and the State

(11) Handle state protocol work

(12) Conduct economic diplomacy work

(13) Conduct cultural diplomacy work

(14) Handle external information work

(15) Handle consular work

(16) Conduct work on the activities of Vietnamese citizens migrating abroad

(17) Handle work concerning Vietnamese people abroad

(18) Conduct work related to national borders and territorial issues: Chair, cooperate with ministries, equivalent agencies, relevant bodies, and localities as prescribed

(19) Manage Vietnam's representative agencies abroad

(20) Manage foreign affairs activities concerning the representation of agencies and organizations of the Socialist Republic of Vietnam abroad (hereinafter collectively referred to as Vietnamese agencies and organizations abroad)

(21) Manage the activities of foreign diplomatic missions, consular offices, honorary consulates, and representative offices of intergovernmental international organizations based in Vietnam according to legal regulations.

(22) Manage foreign non-governmental organizations in Vietnam; grant, extend, amend, supplement, revoke registration certificates of foreign non-governmental organizations in Vietnam as prescribed.

(23) Handle work relating to international treaties and agreements

(24) Develop and implement Vietnam's projects and policies at multilateral forums on developing international law as prescribed.

(25) Manage organizational structure, payroll, job positions, implement salary policies, training, retraining, emulation, commendation, discipline, and other policies concerning officials and public employees, workers within the management scope of the Ministry of Foreign Affairs as prescribed.

(26) Inspect the implementation of legal provisions in domains under the state management scope of the Ministry of Foreign Affairs; organize citizen reception, resolve complaints, denunciations; prevent, fight corruption, waste and handle legal violations in domains under state management of the Ministry of Foreign Affairs as prescribed.

(27) Manage, organize the implementation of financial work, state assets, and basic construction investment within the management scope of the Ministry of Foreign Affairs.

(28) Manage, organize the implementation of tasks regarding administrative reforms, digital transformation, technology application for developing the electronic government, digital government, diplomatic cryptography work, information security, and safety within the management scope of the Ministry of Foreign Affairs according to resolutions, programs, plans approved by the Government of Vietnam, the Prime Minister of the Government of Vietnam and as prescribed.

(29) Conduct public service activities in domains under the state management scope of the Ministry of Foreign Affairs as prescribed.

(30) Perform other duties and powers assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam, and competent authorities as prescribed.
