Tasks and solutions for the elderly to enhance participation in digital transformation, green transformation, startup, and job creation in Vietnam

In Section III of Decision 379/QD-TTg in 2025, tasks and solutions to implement the scheme for the elderly to enhance participation in digital transformation, green transformation, startup, and job creation include the following contents:

(1) Communication to raise awareness among the elderly about digital transformation, green transformation, startup, and job creation; the role and contribution of the elderly in promoting digital transformation, green transformation, startup, and job creation for the sustainable development of the country.

- Organize communication activities, disseminate the policies of the Communist Party, and the laws of the State on digital transformation, green transformation, startup, and job creation for officials, members, and the elderly.

- Organize forums, conferences, workshops, and seminars to help elderly officials and members form ideas, and determination in digital transformation, green transformation, startup, and job creation.

- Organize dialogues between elderly officials, members, and leaders of party committees, authorities, and relevant sectors to promote the completion of mechanisms, policies, and laws of the State and localities supporting the elderly in startup for effective production and business.

- Organize the annual "Day of the Elderly planting trees in remembrance of President Ho Chi Minh."

- Organize exchanges between exemplary elderly entrepreneurs with national spirit, social responsibility, and sentiment with officials and members to share experiences in starting businesses and startup, forming correct thinking, having the right direction, limiting risks, and avoiding mistakes in the creative startup process.

(2) Enhance the capacity of staff implementing the Scheme and officials, members, and the elderly regarding digital transformation, green transformation, startup, and job creation.

- Coordinate with agencies, organizations, and businesses to organize training, workshops, and specialized courses on startup, essential knowledge about startup; support, and equip skills, knowledge for organizing production, business, and enterprise management for elderly business owners.

- Cooperate in opening training classes for technology transfer in the fields of agriculture, forestry, fisheries; business accounting, brand building, traceability, geographical indications, product promotion, and introduction for the elderly.

- Train and enhance capacity for staff participating in Scheme implementation regarding knowledge, skills, and methods to support the elderly in promoting digital transformation, green transformation, startup, and job creation.

(3) Build pilot models of the elderly participating in enhancing digital transformation, green transformation, startup, and job creation

- Build models for elderly participation in digital transformation in labor production, social management, development, and in activities of the Elderly Association.

- Develop and support conditions to build models for elderly participation in green transformation in labor-production, environmental protection for a clean and beautiful environment; support conditions to establish household models for planting trees and environmental protection.

- Build models of elderly participation in startup and job creation; review, assess, select, consolidate, improve quality, and support resources to facilitate maintaining and expanding current suitable models and creating new models in communities.

(4) Conduct scientific research and propose policies to support the elderly

- Research to assess the current situation, organize dialogues, workshops to propose policies to support the elderly in enhancing digital transformation, green transformation, startup, and job creation.

- Organize visits, surveys, research, and learn from domestic and international experiences on elderly models participating in enhancing digital transformation, green transformation, startup, and job creation.

(5) Promote consulting, critique activities; monitor, supervise, and evaluate the effectiveness of Scheme implementation

- Organize consulting and critique activities; monitor and supervise Scheme implementation.

- Regularly evaluate the effectiveness and impact of the Scheme as a basis for proposing for the next phase.

- Prepare periodic reports; establish and maintain feedback channels from localities and units to compile and report.

(6) Strengthen international cooperation and mobilize resources for effective implementation of Scheme activities

- Organize delegations for international surveys and learning experiences on promoting the role of the elderly in enhancing digital transformation, green transformation, startup, and job creation.

- Create opportunities for successful elderly models in startup and job creation to connect and cooperate with domestic and international businesses.

- Mobilize support from international resources through organizations, businesses domestically and abroad to implement the Scheme.
