This is the regulation mentioned in Circular 48/2019/TT-BCA amending and supplementing a number of articles of Circular 11/2016/TT-BCA dated March 04, 2016, stipulating the procedures for issuing, exchanging, and reissuing Citizen Identification Cards.
To be specific:, the process for receiving applications for the issuance, renewal, and reissuance of Citizen Identity Cards is stipulated in Circular 11/2016/TT-BCA as amended and supplemented in Clause 1, Article 1 of Circular 48/2019/TT-BCA. When receiving citizens who come to carry out procedures for the issuance, renewal, and reissuance of Citizen Identity Cards, the officer receiving the citizens must perform the following tasks:

- Request the person coming to carry out the procedure to fill out the Citizen Identity Card Application Form according to the template (if not filled out online) or print the Citizen Identity Card Application Form that the citizen has filled out on the online public service portal for the citizen to check the information, sign, and clearly write their full name.- The officer receiving the citizens verifies the information on the Citizen Identity Card Application Form with the information on the documents presented by the citizen. If the provided information is conformable, it is compiled into a file and processed according to regulations. If the provided information is not conformable, the citizen is instructed to fill out the Citizen Identity Card Application Form again.
Thus, it can be seen that from December 1, 2019, the Citizen Identity Card Application Form filled out on the online public service portal is used for the citizen to fully check their information when coming to carry out procedures for issuance, renewal, and reissuance of the Citizen Identity Card.
Additionally, Circular 48/2019/TT-BCA supplements the case where citizens who carry out procedures for issuance, renewal, and reissuance of the Citizen Identity Card at the district-level Citizen Management Agency need to adjust changes in the Household Registration Book, which belongs to the jurisdiction of the District Police, and the citizen presents all valid documents as prescribed by the law on residence, the adjustment of changes in the citizen's household registration record is carried out simultaneously with the file for issuance, renewal, and reissuance of the Citizen Identity Card.
