To be specific, in Clause 10 Article 19 of Circular 79/2013/TT-BQP, the tasks and powers in legal advisory work and participation in litigation of legal organizations and legal officers in agencies and units in the military are clearly stipulated as follows:

- Advise and propose on matters related to procedures and processes of participation in litigation; gather documents, prepare dossiers, and directly or cooperate with relevant agencies to participate in litigation to protect the legitimate rights and interests of the agency or unit as assigned or authorized by the head of the agency or unit.- Monitor, urge, and inspect agencies and units under the Ministry in the implementation of effective court judgments and decisions.- Preside and cooperate with relevant agencies and units to advise and propose legal matters to the head of the agency or unit for consideration, decision, or to report to the head of the Ministry on complicated, sensitive issues or issues with multiple opinions related to legal regulations.- Preside and cooperate with relevant agencies and units to advise and propose the head of the agency or unit to handle or recommend competent authorities to handle acts violating the law related to the state management field of the agency or unit.- Preside and cooperate with relevant agencies and units to monitor, inspect, urge the implementation of state laws, military regulations, and rules and regulations of the agency or unit; provide legal advice on other matters as assigned by the head of the agency or unit.
