On November 12, the Ministry of Industry and Trade of Vietnam issued Decision 3011/QD-BCT regarding the final review results of the application of anti-dumping measures on certain cold-rolled stainless steel products originating from Taiwan (China), Indonesia, Malaysia, and the People's Republic of China (case ER02.AD01).

From November 12, 2024, the Ministry of Industry and Trade of Vietnam decided to terminate, not renew the application of anti-dumping measures on certain cold-rolled stainless steel products as specifically stipulated in Decision 3162/QD-BCT on October 21, 2019, by the Minister of Industry and Trade concerning the final review results of the application of anti-dumping measures on certain cold-rolled stainless steel products originating from the People's Republic of China, the Republic of Indonesia, Malaysia, and the Territory of Taiwan.
The investigation contents were conducted in accordance with the provisions of the law on trade remedies. The specific results of the review investigation are as follows:
(1) Goods subject to the anti-dumping duty review
- Description of goods
The products subject to review are cold-rolled stainless steel in coils or sheets containing 1.2% or less of carbon content by weight and containing 10.5% or more of chromium content, with or without other elements. Cold-rolled stainless steel in coils or sheets with a thickness of 3.5 mm or less is annealed or heat-treated by another method and pickled or scaled to remove excess impurities from the surface of stainless steel. These products are further processed (cut or slit) provided that the process does not alter the product specifications.
The following types of products are not subject to the final review scope: (i) cold-rolled stainless steel in coils or sheets but not annealed or heat-treated (Full-hard); (ii) cold-rolled stainless steel in coils or sheets with a thickness greater than 3.5 mm.
These products fall under HS codes: 7219.32.00; 7219.33.00; 7219.34.00; 7219.35.00; 7219.90.00; 7220.20.10; 7220.20.90; 7220.90.10; 7220.90.90.
- Origin of imported goods: Taiwan (China), the Republic of Indonesia, Malaysia, and the People's Republic of China.
(2) Anti-dumping behavior
The investigating authority determined that the likelihood of dumping behavior recurring is low when anti-dumping measures are terminated.
(3) Damage/threat of damage to the domestic manufacturing industry
Based on Articles 23, 24, and 63 of Decree 10/2018/ND-CP detailing some articles of the Law on Foreign Trade Management 2017 regarding trade remedies, the investigating authority determined:
- The domestic manufacturing industry has significantly recovered from previous damage after 10 years of applying anti-dumping measures;
- There is no likelihood of the domestic manufacturing industry suffering significant damage or being threatened with significant damage from the investigated goods if the anti-dumping measures are terminated.
Thus, the investigating authority concluded: there is no likelihood of continuation or recurrence of dumping acts causing damage to the domestic manufacturing industry.
Pursuant to the provisions of paragraph 2, Article 82 of Law on Foreign Trade Management 2017 and paragraph 2 Article 64 of Decree 10/2018/ND-CP, the Minister of Industry and Trade decided to terminate, not renew the application of anti-dumping measures on the investigated goods.
