Vietnam to develop national standard on worker housing in industrial parks

This is a content of Decision No. 1017/QD-BXD 2024 on the plan to implement Decision No. 927/QD-TTg 2024 on the plan to implement Directive No. 34-CT/TW on intensifying the leadership of the CPV over the social housing development in the new situation promulgated by the Minister of Construction of Vietnam.

Vietnam to develop national standard on worker housing in industrial parks 

According to the Decision, tasks of implementing Directive No. 34-CT/TW include: 

- Research, disseminate, and implement Directive No. 34-CT/TW;

- Disseminate, mobilize, and raise the awareness and the sense of responsibility for officials, CPV members, and people, striving for the complete elimination of temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters or climate change by 2030; complete the construction of at least 1 million social houses for low-income people and workers of industrial parks; successfully provide housing support under target programs, especially for revolutionary contributors and their relatives facing housing difficulties and poor households in rural areas, ethnic group areas, and mountainous areas; ensure that 100% of revolutionary contributors and their relatives receive housing welfare. 

- Organize drills and disseminate and universalize the Law on Housing 2023, the Law on Real Estate Business 2023, and legislative documents elaborating such Laws. 

- Research and propose mechanisms and policies on incentives and encouragement of social housing following green and energy-saving models for sustainable development and low carbon emissions. 

- Develop the national standard on worker housing in industrial parks. 

- Develop documents on technical guidelines for social housing with low carbon emissions. 

- Complete the development of the system of databases and information on housing and the real estate market, including social housing. 

- Establish operational mechanisms of state-owned enterprises specializing in social housing development investment: develop projects on pilot land allocation without bidding to state-owned enterprises investing in social housing development.
