Below are the procedures for reissuing the certificate of registration for practicing social work in Vietnam from October 15, 2024.

On November 12, 2024, the Ministry of Labor, War Invalids and Social Affairs issued Decision 1858/QD-BLDTBXH announcing new administrative procedures in the field of social welfare under the jurisdiction of state management.

Procedures for re-issuance of Certificate of registration for social work practice in Vietnam from October 15, 2024​ 

(1) Process of implementation

- Step 1. The applicant requesting the re-issuance of the social work practice registration certificate submits 01 file set directly or online as prescribed to the Department of Labor, War Invalids and Social Affairs (the social work practitioner must complete the procedure for re-issuance of the practice registration certificate at least 15 working days before the current certificate expires);

- Step 2. Within 05 working days from the date of receiving the complete file as prescribed, the Department of Labor, War Invalids and Social Affairs is responsible for re-issuing the social work practice registration certificate; in case the file set is invalid, a written response must be issued within no more than 02 working days, stating the reasons.

(2) Method of implementation

Submission can be done directly, online, or via public postal services.

(3) Components, quantity of the file set

- File components

+ Application for re-issuance of the social work practice registration certificate (as per Form number 08 in the Appendix issued with Decree 110/2024/ND-CP);

+ Original of the social work practice registration certificate in case of damage, information change, or information error;

+ Copy of diplomas, certificates, or certifications relevant to the social work practice content proposed for change in case of information change as stipulated at point b Clause 3 Article 38 of Decree 110/2024/ND-CP;

+ Two (02) colored photos 4 cm x 6 cm taken on a white background within no more than 06 months prior to the date of file submission;

+ Certificate of updated social work knowledge equivalent to 120 learning hours within 05 years for expired social work practice registration certificate.

- Quantity of file set: 01 set.

(4) Processing time

Five (05) working days from the date of receiving the complete file as prescribed.

(5)  Requirements, conditions to implement administrative procedures:

- The social work practice registration certificate is re-issued in one of the following cases:

+ The social work practice registration certificate is lost or damaged.

+ Information changes or contains errors as stipulated at points a, b, c Clause 3 Article 38 of Decree 110/2024/ND-CP (including:

(i) Full name; date, month, year of birth; nationality; personal identification number or ID card number, passport number;

(ii) Content of social work practice;

(iii) Validity period of the social work practice registration certificate).

+ The social work practice registration certificate is expired (the validity of the social work practice registration certificate is 5 years).

- The social work practitioner must complete the procedure for re-issuance at least 15 working days before the practice registration certificate expires.
