According to Article 7 of the Draft Law on Vietnamese workers working abroad under contracts (amended), the following behaviors are prohibited in the activities of Vietnamese workers working abroad under contracts:

- Exploiting the activity of sending Vietnamese workers to work abroad under contracts to illegally send Vietnamese citizens abroad.- Sending workers abroad to work without the approval of the competent state agency as stipulated by the Draft Law on Vietnamese workers working abroad under contracts (amended).- Coercing, enticing, persuading, or deceiving Vietnamese workers to stay abroad.- Causing difficulties, obstructing, or harassing workers or enterprises, organizations involved in the activity of sending Vietnamese workers to work abroad under contracts.- Discriminating or forcing labor in the activity of sending Vietnamese workers to work abroad under contracts.- Working abroad or sending Vietnamese workers abroad under contracts in violation of national security, public order, social safety, social ethics, the health of workers and the community, or without the approval of the host country.- The list of jobs and areas that workers are not allowed to work abroad is specified in Annex 1 of the Draft Law on Vietnamese workers working abroad under contracts (amended).- Using the license of another enterprise or allowing others to use the enterprise’s license to operate the activity of sending Vietnamese workers to work abroad under contracts.- Assigning the task of performing the activity of sending Vietnamese workers to work abroad under contracts to the dependent units of the enterprise that are not conformable.- Exploiting labor recruitment activity, labor training to work abroad to collect money from workers illegally.- Staying abroad illegally.- Applying other measures to ensure the fulfillment of obligations, apart from deposit and guarantee measures.- Granting a service license for sending workers to work abroad to enterprises that do not meet the legal conditions.
