06 tasks to enhance emergency care and medical examination and treatment during the 2023 Lunar New Year in Vietnam
Implementing Official Telegram 05/CD-TTg dated January 8, 2023 of the Prime Minister on strengthening epidemic prevention and control during the Lunar New Year and the 2023 festival season and Directive of the Minister of Health on strengthening measures to ensure medical work during the Lunar New Year of the Cat 2023, to ensure good medical examination and treatment for the people during Tet, the Department of Medical Examination and Treatment Management - Ministry of Health, requests units to direct affiliated medical examination and treatment facilities to perform the following tasks:
(1) Ensure standing at 4 levels: on-duty leadership, hotline information processing; professional duty; On administrative - logistics duty and on security - self-defense duty.
The list of on-duty officers is posted in faculties and departments. Have a plan to prevent fires, disasters, and mass accidents; prevent colds for sick people; Ready to provide technical support to lower levels and provide professional consultation when necessary.
(2) Proactively deal with epidemics, especially the COVID-19 epidemic: Continue to implement the directions of the Government and the health sector on COVID-19 epidemic prevention.
Develop a permanent plan to collect, treat, and isolate patients in accordance with current instructions on epidemic prevention.
(3) Well organize first aid, medical examination, and treatment for patients: Stock enough medicine, blood, infusion fluids, and necessary means and equipment for emergency care, medical examination, and treatment, especially traffic accidents and food poisoning emergencies.
Ensure all emergency patients are examined and treated promptly, without refusal or delay in treatment. If it is outside the medical facility or specialty, the medical facility needs to provide stable initial emergency treatment and fully explain it to the patient and the patient's family before being transferred to another medical facility.
(4) Organize visits and celebrate Tet for patients still being treated at the hospital during Tet: pay attention to poor patients and patients who are policy beneficiaries.
Pay special attention to improving the spirit of serving patients, communicating, and behaving in a considerate and gentle manner. Strictly comply with relevant regulations and technical professional processes.
(5) Have a plan to deal with accidents, poisoning, and mass emergencies that may occur: Warn people about common accident risks during Tet such as: disasters caused by large crowds at events and tourist attractions, traffic accidents caused by alcohol, fights, firecrackers, homemade explosives, and food poisoning. Have an out-of-hospital emergency plan to be ready to respond when a bad situation occurs.
(6) Make daily online reports: on the online reporting system of the Department of Medical Examination and Treatment Management.
Instructions for preparing daily online reports on medical examinations and treatments during Tet 2023 in Vietnam
- Software address and account:
+ Daily online reporting;
+ List of patients with accidents caused by firecrackers and homemade explosives;
+ List of patients who died from traffic accidents (died before the hospital, died at the hospital, asked to die at home) on cdc.kcb.vn software.
Using the Tet reporting account issued in 2022 or the COVID-19 reporting account, medical facilities that do not have an account are asked to register directly on the software or via email: sonht.kcb@moh.gov.vn. Complete before January 18, 2023.
- Manage deceased patients at the medical examination and treatment data portal dulieu.kcb.vn according to instructions on implementing Circular 24/2020/TT-BYT and Instructions on data interconnection to implement Project 06.
- Report implementation time:
+ Complete account registration on January 18, 2023.
+ Data for preparing medical examination and treatment (1 day before the holiday): start collecting from the morning of January 19, 2023, to report on the morning of January 20, 2023).
+ Daily official online report: data from 7:00 a.m. on January 20, 2023 (report on the morning of January 21, 2023) until the end of January 26, 2023 (reported on the morning of January 27, 2023). If there are special developments, please report urgently or directly via the Medical Hotline, specifically:

- Closing time for daily reporting data: According to the shift of the medical examination and treatment facility, from 7:00 a.m. the previous day to 7:00 a.m. the next morning. The hospital reports online to the governing body before 8 a.m. every day. The Department of Health reviews data and compiles reports online to the Ministry of Health before 9 a.m. every day;
- Medical examination and treatment facilities are responsible for: assigning specialized staff to report online. Leaders of medical examination and treatment facilities are legally responsible for the accuracy of data;
- The Department of Health and Health Sector is responsible for: directing, urging, and checking the completeness and accuracy of data on the online reporting software of each unit. Assign permanent staff to report daily. A list of reporting officers (Department of Health, Full Name, Position, Mobile Phone Number, Email) should be sent to the Department of Medical Examination and Treatment Management before the Tet holiday via email address: sonht.kcb@ moh.gov.vn.
