06 Principles for Ensuring Material Logistics Standards for Officers

Material logistics for officers, non-commissioned officers, and soldiers serving in the People's Police Force must comply with the principles stipulated in Decree 18/2013/ND-CP as follows:

- Ensure to meet the needs for regular living, studying, training, education, readiness for combat, and combat.- Ensure suitability with the tasks of the Police force, with socio-economic conditions, and the state budget capacity in each period.- Suit the common development as well as the specific characteristics of each region and each specific subject.- The material logistics standards for officers and soldiers serving in the People's Police Force are ensured according to the principle: Using quantitative standards as the primary basis. In cases of monetary issuance, it will be calculated equivalently depending on each item and the implementation method of those items (production or purchase for distribution). The monetary issuance will be disbursed together with the salaries and allowances of the officers and soldiers; in terms of value, according to the technical standards of each type of material and the price at each time (annual average price) to calculate the ensuring budget; for equipment purchased with foreign currency, it will be calculated according to the foreign exchange rate at each time; for types that cannot be quantified, the price at the time of issuance of this Decree will be used to adjust according to the annual price index as announced by the State.- For the medical standard level of the Police ensuring for officers and soldiers, it is calculated to be equivalent to the health insurance payment at the same time plus the specific factor in the Police's operating field. Assign the Minister of Public Security to decide on adjusting the "price index" for agencies and units under the Ministry of Public Security.- Strictly prohibit acts of exploiting the assurance of material logistics standards for officers and soldiers for profiteering or causing damage to the state's property, reducing the combat capability of the People's Police Force.
