On November 03, 2011, the Minister of Education and Training of Vietnam issued the Circular No. 51/2011/TT-BGDĐT on national periodic assessment of student learning results in general education institutions.
According to the Circular No. 51/2011/TT-BGDĐT of the Ministry of Education and Training of Vietnam, the purposes of the national periodic assessment is to:
1. Consider the level of achievement of students' knowledge, skills and abilities according to the current program for the subjects surveyed at the time of the survey and the factors affecting students' learning results.
2. Build a long-term database system for assessing student learning outcomes to update and analyze the changing trends in student learning, thereby reviewing the effectiveness of institutions and formulating new policies to develop the cause of general education.
3. Monitor and evaluate student learning outcomes after a period of learning and training, thereby contributing to adjusting the implementation of the current general education program and creating a practical basis for the development of the next general education program.
4. Build a team of professional national experts, proficient in assessing student learning outcomes to conduct national and international surveys.
5. Provide results and methods of assessing students' learning outcomes in general education institutions for localities to carry out assessment activities at provincial/municipal level and district level, creating a basis for the planning of educational development policy of the locality.
