On December 20, 2024, the Ministry of Public Security of VIetnam issued Decision 9303/QD-BCA announcing new administrative procedures in the field of testing legal knowledge regarding road traffic order and safety under the jurisdiction of the Ministry of Public Security.

Procedures for registering for legal knowledge examination for restoration of points of driver licenses in Vietnam

(1) Procedures:

- Step 1: The applicant preparing to test legal knowledge regarding road traffic order and safety to restore driver license points prepares necessary documents as per legal regulations.

- Step 2: The applicant submits documents on the National Public Service Portal, the Ministry of Public Security's Public Service Portal, or the National Identity App; submits directly or via postal services to the Traffic Police Department, Ministry of Public Security, or the Traffic Police Department of the provincial-level police.

* Note:

For online submissions, the applicant needs to register for the testing date and choose the competent authority to conduct the test (Traffic Police Department, Ministry of Public Security, or Traffic Police Department of the provincial-level police).

- Step 3: Upon reception of the documents, the competent authority verifies the legality and content of the documents.

The Public Service Portal or National Identity App confirms successful submission, generates a public service code, and sends the documents to the legal knowledge testing management system regarding road traffic order and safety. The officer handling the process verifies the information and data of the documents, confirms the validity, and notifies back to the public service portal.

For direct submissions, the officer examines the documents.

- Step 4: The Public Service Portal or National Identity App notifies via phone message, email, or notification on the National Identity App (hereinafter referred to as notification) to the applicant about the testing time and location.

For direct submissions, the officer examines the documents and writes an appointment note specifying the time and location for the test.

* Note:

Those who do not pass the test can register to retest at the same authority or choose a different competent authority for retesting. If retesting is requested and the health examination certificate is still valid, the applicant only needs to submit a retest application.

(2) Method of Implementation:

- Submit documents directly or via postal services to the Traffic Police Department, Ministry of Public Security, or the Traffic Police Department of the provincial-level police.

- Submit documents on the National Public Service Portal, the Ministry of Public Security's Public Service Portal, or the National Identity App.

The competent authority receives documents during office hours on working days.

The competent authority reviews the documents and notifies the testing time and location via phone message or email in the applicant's request form.

(3) Composition, Number of Documents:

- Document composition:

+ Application form for testing legal knowledge regarding road traffic order and safety (form No. 01 Appendix issued together with Circular 65/2024/TT-BCA dated November 12, 2024, of the Minister of Public Security).

+ Health examination certificate for drivers issued by a competent medical authority, still valid for use.

- Number of documents: 01 (one) set.

(4) Processing Time:

At least 02 working days before the testing date, after receiving valid documents, the competent authority notifies the testing time and location via phone message or email in the applicant's request form.
