On December 20, 2024, the Ministry of Health of Vietnam issued Official Dispatch 7902/BYT-KCB regarding the strengthening of management over medical examination activities.
In recent times, medical examination facilities have made significant efforts in performing their duties and achieved important results; the quality of medical examinations has basically met the requirements of agencies, organizations, and individuals. However, the organization of implementing legal regulations and professional guidelines on medical examination activities by some units and individuals has not been satisfactory (For example: the incident at the Thanh Hoa Provincial Medical Examination Center according to Inspection Conclusion No. 134/KL-TTr dated October 22, 2024, by the Department of Health of Thanh Hoa Province), causing public dissatisfaction. To further improve the medical examination activities, the Ministry of Health requests the Departments of Health of provinces and cities; hospitals under the Ministry of Health, hospitals of universities; heads of health of ministries and sectors, healthcare examination and treatment facilities, medical examination facilities, and related units to implement the following key points:
- Medical Examination Facility: Receive examination records at the request of organizations, individuals and conduct examinations ensuring objectivity, honesty, accuracy, following the procedures and regulations of the Laws, Ordinances, Decrees of the Government of Vietnam, guidance Circulars of the Ministry of Health, ministries, sectors, and related legal documents; only accept examinations when all records are complete according to the regulations; closely coordinate with relevant agencies when carrying out and delivering examination conclusions.
- Examination and Treatment Facilities: Organize healthcare, treatment; issue summary records of illness, injury certificates, certificates of illness and treatment, especially mental illnesses for examination records; specialist examinations, expert consultation must strictly adhere to professional regulations on diagnosis, treatment, procedural techniques for examination and treatment; hospital regulations and other related regulations.
- Increase self-inspection, monitoring the Council and Permanent agency of the medical examination council within management authority to promptly detect violations and handle them according to regulations (if any);
- Advise competent authorities to enhance investment in infrastructure, equipment, training, and fostering to improve professional skills of officials involved in examination work. Focus on developing the team of examiners to ensure quantity, quality, and have policies to motivate and encourage officials to participate in medical examination.
- Bach Mai Hospital, C Da Nang Hospital, and Cho Ray Hospital: direct the Central Medical Examination Council's Permanent agency to enhance guidance, supervision, and professional support for provincial level medical examination facilities as assigned by the Ministry of Health.
The Ministry of Health of Vietnam requests units to promptly implement; any unit that lets the occurrence of issuance of documents stated in item 2 above and conducts examinations lacking objectivity, honesty, accuracy, not complying with procedures and regulations, or due to lack of Examiners or other subjective reasons, then the Head of the unit and the Chairperson of the medical examination council at all levels must take full responsibility before the law.
