To be specific, at Article 95 of the Draft Law on Environmental Protection (Amended) 2019, the contents of reducing greenhouse gas emissions are stipulated as follows:

- Organize the implementation of greenhouse gas emission mitigation activities according to the roadmap and methods suitable to the country’s conditions and international commitments;- Conduct greenhouse gas inventory and measure, report, and verify (MRV) the mitigation of greenhouse gas emissions at national, local, sectoral, and relevant institutional levels;- Inspect compliance with regulations on greenhouse gas inventory, mitigation of greenhouse gas emissions, and the implementation of mechanisms and modes of cooperation on the mitigation of greenhouse gas emissions;- Develop and implement mechanisms and modes of cooperation on the mitigation of greenhouse gas emissions in accordance with the law and international treaties to which the Socialist Republic of Vietnam is a member;- Develop and apply carbon pricing tools, and develop a domestic system for trading carbon quotas and credits.
