Regarding this issue, LawNet would like to answer as follows:

On September 21, 2023, the Ministry of Education and Training issued Official Dispatch 5132/BGDDT-PC guiding the tasks of the 2023–2024 school year on legal work.

04 tasks on Legal work for the 2023–2024 school year for higher education institutions in Vietnam

Specifically, higher education institutions and pedagogical colleges focus on performing the following tasks:

(1) Regarding organization and building a team of legal workers:

- Continue to strengthen and promote the role of the legal organization at the unit;

- Appoint legal workers to participate in training courses, professional training, and legal skills organized by the Ministry of Education and Training and other ministries and branches;

- Coordinate surveys, develop, and propose standards for legal workers and legal organization models in higher education institutions and pedagogical colleges (when required).

(2) Regarding consulting and advising on legal issues related to the organization, management, and operations of the school:

- Participate in commenting on draft legal documents; Internal documents on management and administration sent by agencies and units inside and outside the school for comments; Proposing competent authorities to amend, supplement, or promulgate documents to ensure compliance with regulations with superior documents and the socio-economic development situation; coordinating to conduct research and develop the Law on Teachers and by-law documents in the field of education and training;

- The legal organization presides over and coordinates with relevant departments to advise on legal issues specified in the School's Organization and Operation Regulations.

(3) Regarding propaganda and dissemination of legal education:

- Continue to implement Decision No. 599/QD-BGDDT dated February 28, 2023, of the Minister of Education and Training promulgating the Work Plan for disseminating legal education in 2023 of the education sector; propagate and disseminate guiding documents on innovation in higher education management, newly issued documents related to the organization, activities, and tasks of the school; documents related to the rights and obligations of teachers, learners, and workers; New regulations related to the field of education and training, especially concerning pressing social issues
so that teachers, learners, and workers understand, share, support, and contribute more to the industry;

- Innovate and diversify forms of dissemination of legal education; Strengthen the application of information technology; use electronic media and information technology to serve the teaching and learning of legal knowledge;

- Continue to pay attention to strengthening the implementation of legal education dissemination and organizing responses to Vietnam Law Day with the orientation stated in Point d, Clause 1, Part II of Official Dispatch 5132/BGDDT-PC.

(4) Regarding monitoring the law enforcement situation and managing the monitoring of law enforcement on the handling of administrative violations:

- Organize the implementation of the Plan to monitor the implementation of the law on handling of administrative violations 2023 of the Ministry of Education and Training issued together with Decision No. 255/QD-BGDDT dated January 17, 2023 of the Minister of Education and Training within the scope of assigned functions and tasks;

- Organize monitoring, urging, and inspecting relevant departments in the implementation of State legal documents, management, direction, and administration documents of the school.
