Decree 112/2013/ND-CP stipulates that the minutes of escorting a violator who does not voluntarily comply with the request of the competent authority as prescribed must include the following contents:

1. Clearly record the hour, minute, date, month, year, and location where the minutes are prepared.

2. Full name, title, address of the individual or organization representing the transferring party and the receiving party; full name, address, ID number or other identification documents of the person committing the violation being escorted; violation act; time and place of the violation act; health condition, attitude of the person committing the violation, their contrabands, and assets (if any), and other relevant details related to escorting the violator; in case there are witnesses, clearly record the full name and address of the witnesses.

3. The minutes must have the signatures of the transferring party, the receiving party, and the escorted violator, and the witnesses (if any); the competent authority detaining the individual following administrative procedures must sign the minutes of handing over and receiving the escorted violator. In case the escorted violator or the witnesses refuse to sign, the person preparing the minutes must record the reasons in the minutes.

4. The minutes of handing over and receiving the escorted violator must be made in two copies and read to all parties signing the minutes; each party, both the transferring and receiving parties, must retain one copy each.
