1. What is responsibility allowance?
Responsibility allowances can be understood as allowances to compensate those who both directly produce or do professional work while also taking on management work that is not in a leadership position;
Or people who work in jobs that require high responsibility, but this condition has not been determined in the salary level.
2. Work responsibility allowances for officials, civil servants, and public employees
According to subsection 1, Section II, Circular 05/2005/TT-BNV stipulates the level of work responsibility allowances for officials, civil servants, and public employees as follows:
Work responsibility allowance includes 4 levels: 0.5; 0.3; 0.2, and 0.1 compared to the base salary.
Currently, according to Clause 2, Article 3 of Decree 38/2019/ND-CP, the base salary is 1,490,000 VND.
Thus, the job responsibility allowance levels are as follows:

3. Subjects of application of work responsibility allowances to officials, civil servants and public employees in Vietnam
Subjects applying work responsibility allowances to cadres, civil servants, and public employees according to subsection 2, Section II of Circular 05/2005/TT-BNV are as follows:
* Level 1 (coefficient 0.5) applies to:
- Officials, civil servants, and public employees on the payroll of Central Health Protection Departments 2, Central Health Protection Departments 3, Central Health Protection Departments 5 of Friendship Hospital and Health Protection Departments health of Southern Central staff of Thong Nhat Hospital;
- Driver serving positions from Deputy Prime Minister and equivalent or higher.
* Level 2 (coefficient 0.3) applies to:
- Station heads and camp heads of stations and camps for applied scientific and technical research and experimentation in the fields of agriculture, forestry, and fisheries;
- Station heads and camp heads of stations and farms that cultivate seedlings and rare drugs for research in medical and pharmaceutical laboratories and medicine making;
- Officers and employees directly operating and maintaining the MT-17 electronic accelerator, NA-3C neutron generator, sample handlers, and closed, open, radiation-safe radioactive sources;
- Officials, civil servants, and public employees on the payroll of the Health Care and Protection Board of provinces and centrally run cities;
- Officials and employees on the payroll of departments and emergency resuscitation sections and directly serving emergency patients at emergency station 05;
- Teachers and educational administrators on the payroll of specialized schools;
- Teacher appointed as General Manager (full-time and part-time) of the Ho Chi Minh Young Pioneers Team at a grade I high school;
- Head coach of the National gymnastics and sports team;
- Driver serving the position of Minister or equivalent;
- Head of explosives warehouse, explosives supply staff.
* Level 3 (coefficient 0.2) applies to:
- Deputy station chiefs and deputy camp chiefs of stations and camps for applied scientific and technical research and experimentation in the fields of agriculture, forestry, and fisheries;
- Deputy station chiefs and deputy camp chiefs of stations and farms cultivating seedlings and rare drugs for research in medical and pharmaceutical laboratories and medicine making;
- Officers and employees who protect, transport, and work with closed and open samples and radioactive sources; Check radioactivity in the area of the MT-17 electron accelerator, NA-3C neutron generator, and radioactivity measurement center;
Serving the safety of the MT-17 electronic accelerator, NA-3C neutron generator, cleaning the machine area, source warehouse, and radiation measurement center;
- Head of geology, hydrometeorology, surveying, measuring, afforestation, and forest investigation;
- Head of document archives and libraries; Head of archives to preserve and restore artifacts in museums of class II or higher; and Warehouse of Presidential Palace relics;
- Head of the document archive under the State Archives Department;
- Warehouse manager of the National Reserve Department;
- Head of warehouse, Head of money, gold, silver, and gem funds of the State Bank and State Treasury from central to district level;
- Officials and public employees on the payroll of nursing camps for seriously wounded soldiers, treatment hospitals, camps for the mentally ill, and lepers;
- Teacher appointed as General Manager (full-time and part-time) of the Ho Chi Minh Young Pioneers Team at grade II high school;
- Officials and employees on the payroll of Friendship Hospital;
- Head coach of physical education and sports teams of provinces, sectors, and centrally run cities;
- Doctors and sports medicine technicians on the National team check, monitor, care for, and restore the health of athletes;
- Driver serving the positions of Deputy Minister, Chairman of the People's Committee of provinces, centrally run cities, and equivalent positions;
- Deputy head of the explosives warehouse.
* Level 4 (coefficient 0.1) applies to:
- Deputy head of archives for documents and libraries; deputy head of archives for preservation and restoration of artifacts in museums of grade II or higher; and warehouses of Presidential Palace relics;
- Head of document archives and libraries Head of archives to preserve, restore, and introduce artifacts in museums;
- Deputy head of warehouse, deputy head of money, gold, silver, and gem funds of the State Bank and State Treasury from central to district level;
- Teacher appointed as General Manager (full-time and part-time) of the Ho Chi Minh Young Pioneers Team at grade III high school;
- Medical officers and employees specialized in delivering babies at stations, hospitals, maternity hospitals, and obstetric departments in general hospitals and medical centers;
- Health officials and employees directly conducting drug testing;
- Doctors and sports medicine technicians in industry and provincial teams work to check, monitor, care for, and restore the health of athletes;
- Security guards and explosives warehouse keepers;
- Treasurer of agencies and units;
- Team leader of remaining branches.
4. Payment methods of work responsibility allowances to officials, civil servants, and public employees in Vietnam
Payment methods for work responsibility allowances to officials, civil servants, and public employees according to subsection 2, Section II of Circular 05/2005/TT-BNV are as follows:
- Work responsibility allowances are paid at the same monthly salary period and are not used to calculate social insurance contributions and benefits;
- If you do not do a job that requires a work responsibility allowance for one month or more, you will not be entitled to a work responsibility allowance.
