To be specific, to enhance administrative discipline and order, Prime Minister Nguyen Xuan Phuc of the Government of Vietnam has issued directives to officials, public employees, and workers as follows:
Strictly adhere to regulations on ethics and communication culture of officials and public employees; not use working hours for personal matters; conduct meetings in a manner conformable with meeting culture; do not smoke in offices, meeting rooms, or halls; strictly prohibit the use of alcohol, beer, alcoholic drinks during work hours and lunch breaks on workdays and duty days; and do not engage in gambling in casinos under any form.
The issuance of this Directive by the Prime Minister of the Government of Vietnam reflects the determination to innovate leadership, management, and administration methods, building a clean, honest, development-fostering Government closely linked to the people, serving the people and businesses; promoting democracy, ensuring the people's right to democracy while enhancing disciplinary manners and legal compliance. The Government of Vietnam has focused on enhancing administrative discipline and order.
The Prime Minister has explicitly directed that officials, public employees, and workers violating administrative discipline and order must be considered for disciplinary actions according to legal regulations.
This decisive action by the Government of Vietnam aims to completely eradicate the situation where a segment of officials and public employees takes advantage of working hours at their offices to conduct personal, non-public service-related activities such as online selling, online shopping... This exploitation of time results in a loss for the State, which pays salaries, but the salaried individuals either do not work or work ineffectively.
