The Ministry of Home Affairs has just issued Circular 05/2017/TT-BNV amending and supplementing some regulations on ranking appointment and salary arrangement for Vietnamese officials.
The official appointed to the administrative specialized grades as prescribed in Circular 11/2014/TT-BNV shall apply the corresponding payroll promulgated in conjunction with Decree 204/2004/ND-CP. To be specific:
Application of Table 2 (Decree 204) for the following official grades:
- Senior specialist grade applies to official grade category A3 (group 1);
- Principal specialist grade applies to official grade category A2 (group 1);
- Specialist grade applies to official category A1;
- Officer grade applies to official category A0;
- Staff grade applies to official category B.

Officials holding old administrative specialized grades according to Decision 414/TCCP-VC shall be transferred to the new administrative specialized grades as prescribed in Circular 11/2014 and shall have their grades and salaries adjusted as follows:
- For senior specialist grade, principal specialist grade, and specialist grade: The officials shall continue to have their salaries classified according to the previously appointed grade.
- For officer grade:
- Officials who have graduated from college suitable for the current job position shall be appointed to the new officer grade. If currently classified under Category A0 (Decree 204), they shall continue to have their salaries classified under Category A0;
- If currently classified under Category B, they shall have their salaries reclassified according to the guidance in Clause 1, Section II of Circular 02/2007/TT-BNV.
- In cases where officials do not hold a college degree suitable for the current job position but have been appointed to the old officer grade and classified under Category B, they shall continue to have their salaries classified under Category B for a period of 06 years (from October 01, 2017).
- For staff grade:
- Those who are performing official duties and have been recruited as officials according to legal regulations, holding a diploma of intermediate level or higher, and currently classified under Category B, shall be appointed to the new staff grade and continue to have their salaries classified under Category B.
- For institutional drivers specifically, they must possess a driving license issued by a competent authority and continue to have their salaries classified under the institutional driver grade of Table 4 (Decree 204).
- In cases where officials do not hold a diploma of intermediate level or higher suitable for the current job position, they shall continue to have their salaries classified under the current staff grade of Table 4 (Decree 204) for a period of 06 years (from October 01, 2017).
- For contractual staff (according to Decree 68/2000/ND-CP), they shall have their salaries classified under Table 4 (Decree 204).
