Examination fees for rank promotion examination for Vietnamese officials and public employees increased up to VND 1.400.000

The Ministry of Finance has just issued Circular 228/2016/TT-BTC stipulating the collection rate, collection policy, payment, management, and use of recruitment fees, examination fees for rank promotion examination for Vietnamese officials and public employees.

Circular 228/2016/TT-BTC applies to individuals who pay, organizations that collect recruitment fees, examination fees for rank promotion examination for Vietnamese officials and public employees, and other organizations and individuals involved in the collection, payment, management, and use of recruitment fees, examination for rank promotion for Vietnamese officials and public employees.

The fee rates for recruitment, examination for rank promotion for Vietnamese officials and public employees are as follows:

  - From 100 candidates and above VND/candidate/time 1,200,000
2 Promotion to the rank of Specialist, Principal Specialist and equivalent; promotion of professional title ranks for public employees Grade II, Grade III:    
  - Less than 100 candidates VND/candidate/time 700,000
  - From 100 to less than 500 candidates VND/candidate/time 600,000
  - From 500 and above VND/candidate/time 500,000
III Re-examination fee for recruitment of Vietnamese officials and public employees, examination for grade promotion of officials, promotion of public employee ranks VND/exam paper 150,000

No later than the 5th of each month, the fee-collecting organization must transfer the collected fee amounts from the previous month into the fee account awaiting budget submission at the State Treasury.

Fee-collecting organizations that are public service providers are allowed to retain 100% of the collected fees to cover their expenses.

Fee-collecting organizations that are state agencies must remit all the collected fees into the state budget. The funds to cover the costs of performing tasks and collecting fees will be allocated from the state budget in the fee-collecting organization’s budget estimates in accordance with state budget expenditure norms and policies.

In cases where fee-collecting organizations are state agencies receiving lump-sum funding as regulated by the Government of Vietnam or the Prime Minister of the Government of Vietnam on the mechanism of autonomy and self-responsibility for staffing and administrative expense management for state agencies, 100% of the collected fees can be retained to cover expenses as specified in Clause 4 of this Article.

This Circular takes effect from January 1, 2017, and replaces Joint Circular 163/2010/TTLT-BTC-BNV dated November 20, 2010, of the Minister of Finance and the Minister of Home Affairs, guiding the collection, payment, management, and usage fees for recruitment examination and grade promotion examination for Vietnamese officials and public employees.
