Regarding this matter, the Lawnet would like to answer as follows:

According to the regulations in Article 6 of Decree 115/2020/ND-CP, the priority subjects in recruitment or civil servant selection include:

  • Armed Forces Heroes, Labor Heroes, war veterans, policy beneficiaries such as war veterans, and Type B war veterans will receive an additional 7.5 points in the results of the second round of scoring.
  • Ethnic minorities, military officers, police officers, professional soldiers serving as assistants, those working in essential conversion jobs, graduates of reserve officer training, graduates of training for military district command leaders at the grassroots level who have been appointed as reserve officers, children of martyrs, children of war veterans, children of disabled veterans, children of policy beneficiaries such as war veterans, children of Type B war veterans, children born to individuals affected by chemical toxins during the resistance war, children of Armed Forces Heroes, children of Labor Heroes: They will receive an additional 5 points in the results of the second round of scoring.
  • Individuals who have completed military service obligations, obligations to join the People's Police, and youth union members who have volunteered for national defense will receive an additional 2.5 points in the results of the second round of scoring.

Note: In cases where candidates fall under multiple priority categories, only the highest priority points will be added to the results of the second round of scoring.

Therefore, according to the above regulations, graduates of reserve officer training are considered priority candidates in the recruitment of civil servants. Reserve officers will receive an additional 5 priority points in the results of the second round of scoring. Accordingly, reserve officers will undergo the civil servant recruitment process through the following 5 steps:

Step 1: Submit the Civil Servant Application Form

Applicants submit the Civil Servant Application Form at the designated location or send it via post or through the electronic information website or portal of the authorized recruitment agency or unit.

Note: The deadline for submitting the Civil Servant Application Form is 30 days from the date of the public recruitment announcement.

Step 2: Attendexamination

The civil servant examination consists of two rounds, as follows:

Round 1: General knowledge examination

Computer-based multiple-choice test, consisting of three sections, with the following test durations:

  • Part I: General knowledge, 60 questions on understanding of civil servant laws, Party principles, policies, and laws related to the recruitment field. Test duration: 60 minutes.
  • Part II: Foreign Language, 30 questions based on the requirements of the job position in one of the following languages: English, Russian, French, German, Chinese, or other foreign languages determined by the head of the authorized recruitment agency or unit. Test duration: 30 minutes.
  • Part III: Computer Literacy, 30 questions based on the requirements of the job position. Test duration: 30 minutes.

Round 2: Professional specialization examination

  • Examination format: The head of the authorized recruitment agency or unit decides one of the three examination formats: interview, practical examination, or written examination.
  • Examination content: Assess the knowledge, skills, and professional activities of the candidates according to the requirements of the job position being filled. Interview duration: 30 minutes; written examination duration: 180 minutes (excluding the time for copying the questions); the duration of the practical examination is determined by the head of the authorized recruitment agency or unit based on the nature and characteristics of the professional activities required for the job position being filled.

Step 3: Waiting for the results of the civil servant recruitment examination

Candidates who pass the civil servant recruitment examination must meet the following conditions:

  • Obtain a score of 50 or above in the second round of the examination.
  • The total score of the second round, combined with the priority points determined by the recruitment criteria for each job position, should be higher than that of other candidates in descending order of scores. (Note: If there are two or more candidates with the same total score in the final recruitment criteria for a job position, the candidate with a higher score in the second round of examination will be selected. If it is still not determined, the head of the authorized recruitment agency or unit will decide the successful candidate.
  • Candidates who do not pass the civil servant recruitment examination are not allowed to reserve their results for future recruitment examinations.

Within 10 days from the date of the decision to recognize the recruitment results, the Recruitment Council must publicly announce the results on the electronic information website or portal of the authorized recruitment agency or unit and send the notification of the successful candidate's result by written notice to the registered address of the candidate.

Step 4: Completing the civil servant recruitment dossier

Within 30 days from the date of receiving notification of the successful candidate's result, the successful candidate must go to the authorized recruitment agency or unit to complete the civil servant recruitment dossier. The recruitment dossier includes:

  • Copies of diplomas, certificates as required for the applied job position, and priority certification (if any).
  • Criminal record certificate issued by the competent authority.

Step 5: Signing the employment contract

Within 30 days from the date of receiving the recruitment decision, the recruited civil servant must go to the public career institution that employs civil servants to sign the employment contract and start the job.

  • The fixed-term employment contract is a contract in which both parties determine the duration and termination date of the contract within a period of 12 to 60 months (Form 02 or Form 03).
  • The indefinite-term employment contract is a contract in which both parties do not determine the duration and termination date of the contract (Form 04).
