Health insurance contribution rates of persons participating in the form of household in 2021 in Vietnam

Health insurance participants can choose to pay in the form of a household. However, not everyone can participate in health insurance in this form. So, which persons are entitled and how much are the health insurance contribution rates for participants in the form of household in Vietnam?

According to Clause 1 and 7 Article 1 of the Law amendments to the Law on Health Insurance 2014 of Vietnam; according to Clause 2 Article 37 of the Residence Law 2020 of Vietnam, participating in health insurance in the form of a household is understood as a form of compulsory insurance applied to persons who jointly register one lawful place of residence as their permanent or temporary residence in compliance with regulations of law on residence for health care and non-profit purposes organized by the State.

Persons eligible for family-based participation in health insurance are specified in Article 5 of the Decree No. 146/2018/NĐ-CP of the Vietnam’s Government, including:

(1) Persons whose names are inscribed in family household records;

(2) Persons whose names are inscribed in temporary residence records;

(3) The following persons:

- Dignitaries, sub-dignitaries and clergy;

- Persons residing in social relief establishments without health insurance contributions supported by the state budget.

Note: The above-mentioned persons are not in groups of health insurance policyholders whose contributions are paid by both employees and employers; paid by social insurance agencies; paid by the State budget; supported by the State budget; paid by employees.

For persons mentioned in (3), according to Article 4 of the Circular No. 30/2020/TT-BYT of the Health Ministry of Vietnam, the identification is instructed to base on one of the following dossiers:

- For dignitaries, sub-dignitaries and clergy: family register or temporary residence register or lists bearing seals of religious organizations directly overseeing dignitaries, sub-dignitaries and clergy;

- Persons residing in social security facilities: family register or temporary residence register or lists bearing seals of social security facilities where the individuals are residing.

According to Point e Clause 1 Article 7 of the Decree No. 146/2018/NĐ-CP of the Vietnam’s Government, the health insurance contribution rate of persons eligible for family-based participation in health insurance shall be determined as follows: 

- The first policyholder shall be required to pay 4.5% of the statutory pay rate; 

- The second policyholder shall be required to pay 70% of the contribution rate of the first policyholder;

- The third policyholder shall be required to pay 60% of the contribution rate of the first policyholder;

- The fourth policyholder shall be required to pay 50% of the contribution rate of the first policyholder;

- The fifth and subsequent policyholder shall be required to pay 40% of the contribution rate of the first policyholder.

Note:

- Any relief or deduction in the health insurance contribution rate as specified in this point shall be granted only if family members participate in the family-based health insurance within the same financial year.

- Clause 2 Article 4 of the Circular No. 30/2020/TT-BYT of the Health Ministry of Vietnam guides the reduction of health insurance amount for persons eligible for family-based participation in health insurance shall be implemented as soon as a second individual whose name is included in family register or temporary residence register or list bearing seal of religious organizations, social security facilities.

According to the Resolution No. 128/2020/QH14 of the Vietnam’s National Assembly, the statutory pay rate shall not be adjusted in 2021. Thus, the statutory pay rate in 2021 is still VND 1.490.000 per month in accordance with the Decree No. 38/2019/NĐ-CP. According to these provisions, the health insurance contribution rates of persons participating in the form of household are as follows:

In general, due to the impact of Covid-19, the statutory pay rate in 2021 still remains so that the health insurance premiums for participants in the form of households based on the statutory pay rate will also remain unchanged.
