By applying VssID (Social Insurance Number), participants in social insurance in Vietnam can easily and quickly perform public services. To be able to use all the functions of the VssID application, users need to register for personal electronic transactions with the Social Insurance Agency.

Guidelines for registering personal electronic transactions with the Social Insurance Agency in Vietnam (Illustrative Image)
Official Dispatch 3717/BHXH-CNTT guides social insurance participants to register for individual electronic transactions with the Social Security Agency in Vietnam as follows:
Step 1: Social insurance participants can choose:
- Option 1: Download and install the VssID application => select Register now on the VssID application.

- Option 2: Access the address: https://dichvucong.baohiemxahoi.gov.vn and on the homepage screen, select “Register” to display the registration screen.

Step 2: Select the registration target as “Individual” and choose "Next" to proceed to the declaration step of registration information.

Step 3: Declare registration information for electronic transactions with the Social Security Agency using Form No. 01 (issued together with Official Dispatch 5236/VBHN-BLDTBXH):

Step 4: Select the button “Submit”, the registered information will be displayed according to Form No. 01 as follows:
Step 5: Print, sign, clearly state the full name and submit the declaration form.
Note: When submitting the dossier, the individual provides the officer receiving the dossier with the declaration form according to Form No. 01, signs and clearly states the full name, then presents the ID card/citizen ID card/passport for information verification.
Resolution:
- In case of valid documents: The system performs the issuance and activation of the account using the electronic transaction method with the Social Security Agency. The public service portal of Vietnam Social Security sends an acceptance notification along with information about the electronic social insurance transaction account to the provided email address (if any) and sends a message to the registered phone number after receiving the complete registration dossier. The individual is responsible for changing the initially issued account password and changing the password at least every 06 (six) months to ensure safety and security.
- In case of invalid documents: The public service portal of Vietnam Social Security sends a notification of non-acceptance of the registration for using the electronic transaction method to the provided email address (if any) and sends a message to the registered phone number after receiving the dossier. The individual references the non-acceptance notification of the registration dossier for using the electronic transaction method of the Social Security Agency to complete the registration information or contact the nearest Social Security Agency.
Processing Time:
Within 10 days from the date of the declaration form, if the individual does not go to the Social Security Agency to submit the dossier, the electronic declaration information will be automatically deleted on the public service portal of Vietnam Social Security.
