On February 24, 2025, the Government of Vietnam issued Decree 28/2025/ND-CP stipulating the functions, duties, powers, and organizational structure of the Ministry of Foreign Affairs.

New organizational structure of the Ministry of Foreign Affairs of Vietnam from March 1, 2025

Based on Article 3 of Decree 28/2025/ND-CP regarding the new organizational structure of the Ministry of Foreign Affairs:

1. European Department.
2. American Department.
3. Northeast Asian Department.
4. Southeast Asia - South Asia - South Pacific Department.
5. Middle East - Africa Department.
6. Foreign Policy Department.
7. Economic Diplomacy Department.
8. ASEAN Department.
9. International Organizations Department.
10. Law and International Treaties Department.
11. Information and Press Department.
12. Personnel Organization Department.
13. Ministry Office.
14. Ministry Inspectorate.
15. Cryptography - Information Technology Agency.
16. Consular Department.
17. State Protocol and External Interpretation Department.
18. Foreign Affairs and Cultural Diplomacy Department.
19. Finance Administration Department.
20. Ho Chi Minh City Department of Foreign Affairs.
21. National Border Committee.
22. State Committee for Vietnamese Abroad.
23. Diplomatic Academy.
24. World & Vietnam Newspaper.
25. Vietnamese representative agencies abroad.

The organizations specified from 1 to 22 assist the Minister of Foreign Affairs in performing state management functions; organizations specified from 23 to 24 are public service providers under the Ministry of Foreign Affairs.

The organizations specified in 25 are Vietnamese representative agencies abroad, established and directly managed by the Government of Vietnam through the Ministry of Foreign Affairs.

The European Department is organized into 5 divisions; Departments: Personnel Organization, Law and International Treaties are organized into 4 divisions; Departments: American, Northeast Asian, Southeast Asia - South Asia - South Pacific, Middle East - Africa are organized into 3 divisions.

The Minister of Foreign Affairs submits to the Prime Minister of the Government of Vietnam the regulations on functions, duties, powers, and organizational structure of the Diplomatic Academy and issues the list of other public service providers under the Ministry of Foreign Affairs.

The Minister of Foreign Affairs stipulates the functions, duties, powers, and organizational structure of the organizations under the ministry, except for the organization specified in 23.

New position and function of the Ministry of Foreign Affairs of Vietnam from March 1, 2025

According to Article 1 of Decree 28/2025/ND-CP, the Ministry of Foreign Affairs is an agency of the Government of Vietnam, performing the function of unified state management of foreign affairs within the political system, including: Diplomacy, borders, national territory, work concerning the Vietnamese community abroad, international treaties, international agreements, managing representative agencies of the Socialist Republic of Vietnam abroad (hereinafter collectively referred to as Vietnamese representative agencies abroad) and the activities of foreign representative agencies in Vietnam; state management of public services in fields under the jurisdiction of the Ministry of Foreign Affairs as prescribed by law; advising on strategic direction and organizing the implementation of the policies, guidelines, policies and foreign activities of the Communist Party and the State, directing people's foreign relations and foreign affairs at the local level as prescribed.
