Position and function of the Ministry of Home Affairs of Vietnam from March 1, 2025

Regarding position and functions, the Ministry of Home Affairs is an agency of the Government of Vietnam, performing state management functions in the sectors and fields of: administrative organization, state career; local government organization; officials and public employees and civil service; labor, wages, social insurance; employment; occupational safety and health; associations, social funds, charitable funds, non-governmental organizations; people with meritorious services; youth; gender equality; state documents and archives; emulation and commendation, and state management over public services under the state management of the ministry according to the provisions of law.

Tasks and powers of the Ministry of Home Affairs of Vietnam on personnel management from March 1, 2025

The tasks and powers of the Ministry of Home Affairs on personnel management are as follows:

- Submit to the Prime Minister of the Government of Vietnam for approval the total number of officials, officials working abroad of agencies, administrative organizations, and the staff of associations assigned by the Communist Party and the State at the central level according to the provisions of law and competent authorities;

- Submit to the Prime Minister of the Government of Vietnam and competent authorities for decision-making to adjust and supplement the staff of officials of administrative agencies and organizations according to the provisions of law and competent authorities;

- Decide on the allocation, adjustment, and supplementation of the staff of officials for each agency, administrative organization, and association assigned by the Communist Party and State at the central level according to the provisions of law and competent authorities;

- Decide on the allocation of officials working abroad for ministries, ministerial-level agencies, and agencies under the Government of Vietnam after being approved by competent authorities and the Prime Minister of the Government of Vietnam;

- Appraise the manpower plan remunerated from the state budget in public service providers partially covering their own recurrent expenditures and public service providers ensured by the state budget according to the provisions of law and competent authorities.

Decree 25/2025/ND-CP takes effect from March 1, 2025, replacing Decree 62/2022/ND-CP regulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs and Decree 63/2022/ND-CP regulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs.
