Principles for establishing the electricity pricing framework in Vietnam from February 01, 2025

The principles for establishing the electricity pricing framework are as follows:

- The electricity pricing framework spans from the minimum price (0 VND/kWh) to the maximum price.

- The maximum price corresponds to the electricity generation price for each type of power plant (excluding hydropower plants) and is determined as per the methods stipulated in Articles 4, 5, 6, and 7 of Circular 09/2025/TT-BCT.

- For hydropower plants, the maximum price is based on the annual avoidable cost price structure as regulated in Article 8 of Circular 09/2025/TT-BCT.

- The electricity pricing framework for solar power plants is established based on the average annual radiation intensity of the three regions: Northern, Central, and Southern.

- In cases where the type of power plant does not have an approved Feasibility Study Report for investment construction, or a basic design has not been appraised, the calculation parameters for the electricity pricing framework as per the method specified in Circular 09/2025/TT-BCT shall be determined with reference to consulting organizations.

- For types of renewable energy plants that combine the use of an electricity storage system, in cases where the storage system only consumes electricity from these renewable plants during the charging cycle, the total investment level for calculating the electricity pricing framework shall take into account the investment costs of the components of the electricity storage system.

Dossier for requesting approval of the electricity pricing framework in Vietnam

The dossier for requesting approval of the pricing framework includes:

+ A proposal for appraisal and approval of the electricity pricing framework;

+ A table of parameters and calculation documents for the electricity pricing framework as prescribed in Articles 4, 5, 6, 7, and 8 of Circular 09/2025/TT-BCT;

+ Documents related to the calculation parameters of the maximum price of the electricity pricing framework.

The dossier is to be prepared in written form, with the data message format having the same legal value as a document as prescribed by law. The Vietnam Electricity Corporation is responsible for directly sending 01 set of the dossier in data message format and, if necessary, 01 set of the dossier in written form to the Electricity Regulatory Authority at the Ministry of Industry and Trade.
