Clause 6, Article 13 of Decree 136/2020/ND-CP (amended, and supplemented by Articles 4 and 5 of Decree 50/2024/ND-CP) stipulates the methods for submission of the Form for requesting approval of the fire prevention and fighting design:
(1) Direct submission at the single-window department of the competent authority;
(2) Online submission at the Public Service Portal of the competent authority (for documents and papers classified as state secrets, they shall comply with the law on the protection of state secrets), electronic dossiers shall comply with the provisions of Decree 45/2020/ND-CP.
(3) Via public postal services.

What is the time limit for the approval of fire safety technical designs for motor vehicles with special requirements in Vietnam?
Point dd, Clause 10, Article 13 of Decree 136/2020/ND-CP (amended by Point a, Clause 1, Article 5 of Decree 50/2024/ND-CP) stipulates as follows:
Designing and Approving Fire Safety Designs
- Urban planning, new construction design, renovation, or change of the use of projects and works, the design of motor vehicles with special requirements for fire safety when newly manufactured or modified, regardless of funding sources, must comply with the regulations, codes, and standards for fire safety. The construction design dossiers for projects, works, and motor vehicles specified in Appendix V issued together with this Decree must be prepared by qualified units and must be approved for fire safety design.

10. Time limit for approval of fire safety designs:
The time limit for approving fire safety designs is counted from the date of receipt of a complete and valid dossier. Specifically:
d) Technical design or construction drawing design: Not more than 15 working days for national important projects, A-group projects, and works; not more than 10 working days for other projects and works;
dd) Fire safety technical design for motor vehicles with special requirements: Not more than 10 working days.

Thus, the maximum time limit for the approval of fire safety technical designs for motor vehicles with special requirements is 10 working days from the date of receipt of a complete and valid dossier.
What acts are prohibited in fire prevention and fighting in Vietnam?
Article 13 of the 2001 Law on Fire Prevention and Fighting (supplemented by Clause 8, Article 1 of the 2013 Amended Law on Fire Prevention and Fighting) specifically prohibits the following acts:
- Intentionally causing fire or explosion that harms human life or health; causing damage to state property, organizations, individuals; adversely affecting the environment, security, and social order.
- Obstructing fire prevention and fighting activities; resisting persons executing fire prevention and fighting tasks.
- Using fire prevention and fighting activities to infringe upon human life or health; infringing upon state property, organizations, and individuals.
- False fire alarm reporting.
- Failing to report fire when capable; delaying fire reporting.
- Illegally producing, storing, transporting, preserving, using, or trading in hazardous fire-explosive substances; seriously violating the regulations on managing and using fire sources, heat sources, and the standards on fire prevention and fighting.
- Illegally bringing inflammable and explosive goods and substances into crowded places.
- Constructing works that pose fire-explosion hazards without an approved fire safety design; accepting and putting into use fire-hazardous works when fire safety conditions are not adequately ensured.
- Damaging, arbitrarily altering, or moving fire prevention and fighting means, equipment, signs, signage, and escape routes.
- Other acts that violate the regulations.
