Educational Quality Accreditation Certificate

1. Based on the recommendation of the Educational Quality Accreditation Council, the Director of the Educational Quality Accreditation Organization issues a decision and grants an Educational Quality Accreditation Certificate to the institution that meets all the conditions stipulated in Article 46 of this Regulation.

2. The Educational Quality Accreditation Certificate is valid for a period of 5 years from the date of issuance.

At least 9 months before the expiration of the Educational Quality Accreditation Certificate, the institution must conduct self-assessment for the next cycle, highlighting quality improvements over the previous cycle, and register with the Educational Quality Accreditation Organization for continuous accreditation.

3. The Educational Quality Accreditation Certificate is designed and printed by the Educational Quality Accreditation Organization after registering the certificate template with the Ministry of Education and Training.

Thus, the Educational Quality Accreditation Certificate for higher education institutions is valid for 5 years from the date of issuance.

What is the deadline for higher education institutions in Vietnam to publicly announce the issuance of Certificate of educational quality accreditation​?

Based on Article 49, Regulations on Quality Accreditation for Higher Education Institutions, issued together with Circular 12/2017/TT-BGDDT:

Responsibilities of the institution recognized to meet educational quality standards

1. Publicly announce the Educational Quality Accreditation Certificate on the institution’s website no later than 10 working days after issuance (not applicable to institutions requiring information confidentiality as per state regulations).

2. Report to the Ministry of Education and Training and the direct management agency the results of the educational quality accreditation, the improvement plan, and quality enhancement after being granted the Educational Quality Accreditation Certificate.

3. Maintain and develop the conditions ensuring training quality. Preserve and enhance the results of educational quality accreditation recognized throughout the validity period of the Educational Quality Accreditation Certificate. If the quality does not meet the recognized standards, depending on the nature and extent of the violation, there will be disciplinary measures such as reprimand, warning, or revocation of the Educational Quality Accreditation Certificate.

4. Annually implement the plan to improve and enhance educational quality according to the recommendations of the Educational Quality Accreditation Council, report to the direct management agency on the quality improvement results and the rectification of shortcomings identified in the external review report.

5. At the midpoint of 2.5 years after being recognized to meet educational quality standards, register and carry out a mid-cycle review with the Educational Quality Accreditation Organization, reporting the results to the Ministry of Education and Training and the direct management agency.

6. Conduct the next cycle evaluation, as per Clause 2, Article 47 of this Regulation.

Thus, after being granted the Educational Quality Accreditation Certificate, the higher education institution must publicize the Educational Quality Accreditation Certificate within 10 days.

What are the conditions for recognizing a higher education institution as meeting educational quality standards in Vietnam?

Based on Article 46, Regulations on Quality Accreditation for Higher Education Institutions, issued together with Circular 12/2017/TT-BGDDT, the conditions for recognizing a higher education institution as meeting educational quality standards are as follows:

- Must have had at least one batch of graduates.

- Must have undergone an external evaluation and have documentation requesting the Educational Quality Accreditation Organization to consider recognizing the institution as meeting educational quality standards. For institutions requiring information confidentiality as per state regulations, the institution must submit a written request to send the external evaluation results to the direct management agency and simultaneously request consideration for recognition as meeting educational quality standards.

- After being reviewed for educational quality assessment results, the institution must have an average score of 3.5 or higher for the standards in each section of Chapter 2 of the Regulations on Quality Accreditation for Higher Education Institutions, issued together with Circular 12/2017/TT-BGDDT, and no standard’s average score below 2.0 points.
