What is the evaluation of higher education institution quality in Vietnam?
Pursuant to Clause 2, Article 2 of the Regulation on quality accreditation of higher education institutions issued together with Circular 12/2017/TT-BGDDT, the assessment of higher education institution quality involves the collection, processing of information and making judgments based on evaluation standards for all activities of the education institution, including quality assurance in strategy, quality assurance in system, quality assurance in the performance of functions, and the results of the institution's activities.
According to Chapter II of the Regulation on quality accreditation of higher education institutions issued together with Circular 12/2017/TT-BGDDT, the standards for evaluating the quality of higher education institutions are as follows:

According to Article 3 of the Regulation on quality accreditation of higher education institutions issued together with Circular 12/2017/TT-BGDDT, the purposes of using the standards for evaluating higher education institution quality are as follows:
- Education institutions use the standards for quality evaluation to self-assess their overall activities to continuously improve education quality, fulfill accountability responsibilities to stakeholders regarding their educational quality status and operational effectiveness.
- Accreditation organizations use the standards for quality evaluation to assess and recognize or not recognize the educational quality standards of the institution.
- Other organizations and individuals can use the standards for quality evaluation to make judgments, assessments, and participate in social critique of the education institutions that interest them.

What are levels of the assesment of standards for evaluating the quality of higher education institutions in Vietnam?
According to Clause 1, Article 30 of the Regulation on quality accreditation of higher education institutions issued together with Circular 12/2017/TT-BGDDT:
Assessment method and scoring
1. The criteria of the standards for evaluating the quality of education institutions stipulated in Chapter II of this Regulation are assessed on a 7-level scale (corresponding to 7 points) as follows:
a) Level 1. Does not meet the criteria requirements: Does not implement quality assurance work to meet the criteria requirements. There are no plans, documents, evidence, or available results. It requires immediate quality improvement;
b) Level 2. Does not meet the criteria requirements, needs more quality improvement: Quality assurance work for areas that need improvement to meet the criteria requirements is only in the planning stage or does not meet the requirements. There are few documents or evidence. Quality assurance activities are rarely implemented or are ineffective;
c) Level 3. Does not meet the criteria requirements but only needs a few minor improvements to meet the requirements: Has identified and implemented quality assurance activities to meet the criteria requirements but needs additional minor improvements to fully meet the criteria requirements. There are documents, but no clear evidence demonstrating their full usage and implementation. Implementation of quality assurance activities is inconsistent or has limited results;
d) Level 4. Fully meets the criteria requirements: Fully implements quality assurance work to meet the criteria requirements. There is evidence showing that the implementation is fully conducted. Implementation of quality assurance activities yields the expected results;
dd) Level 5. Exceeds the criteria requirements: Quality assurance work better meets the criteria requirements. There is evidence showing that the implementation is conducted effectively. Implementation of quality assurance activities yields good results and shows a clear trend of positive improvement;
e) Level 6. Performs well as a national model: Implementation of quality assurance work to meet the criteria requirements is considered the best national example. There is evidence showing effective implementation. Implementation of quality assurance activities yields very good results and shows a very positive improvement trend;
g) Level 7. Excellent performance, reaching the level of top world educational institutions: Implementation of quality assurance work to meet the criteria requirements is considered excellent, reaching the level of top world educational institutions or serving as a leading example for other educational institutions worldwide. There is creative evidence showing innovative implementation. Implementation of quality assurance activities yields excellent results and shows an outstanding improvement trend.

Thus, the criteria of the standards for evaluating the quality of higher education institutions are assessed on 7 levels:
